Position Summary

The Department of Workforce Services (DWS) Workforce Specialist is responsible for career orientation and planning, assessment, and enrollment of clients seeking eligibility for DWS programs and related services. This position is governed by state and federal laws and agency policy.

Education And Professional Work Experience

Minimum Qualifications

The formal education equivalent of a high school diploma or its equivalent; plus, two years of experience in customer service, program eligibility, claims adjudication, or a related field.

Preferred Qualification

The DWS Workforce Specialist (DVOP) position will be assigned as a Disabled Veteran Outreach Program Specialist. It must be filled with qualified veterans and eligible persons which means you must meet at least one of the definitions below to be considered:

Special Disabled Veteran"

  • A veteran who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered ' by the Secretary for a disability
  • rated at 30 percent or more, or (ii) rated at 10 or 20 percent in the case of a veteran who has been determined under section 3106 of this title to have a serious employment handicap; or

B. A person who was discharged or released from active duty because of service-connected

disability.

An eligible veteran any part of whose active military, naval, or air service was during the Vietnam era.

"Disabled Veteran"

Veteran who is entitled to compensation (or who but for the receipt of military retired pay would be entitled to compensation) under laws administered by the Secretary, or a person who was discharged or released from active duty because of a service-connected disability.

"Eligible Veteran." A person who: (A) Served on active duty for a period of more than 180 days and was discharged or released there from with other than a dishonorable discharge: or

Was discharged or released from active duty because of a service-connected disability; or

B. As a member of a reserve component under an order to active duty pursuant to section

1230l(a), (d), or (g), 12302, or 12304 of title 10, served on active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and was discharged or released from such duty with other than a dishonorable discharge.

"Eligible Person." A person who is:

  • The spouse of any person who died of a service-connected disability, or

cu. The spouse of any member of the Armed Forces serving on active duty who, at the time of

application for assistance under this chapter [38 uses 4101 et seq.], is listed, pursuant to

section 556 of title 37 and regulations issued thereunder, by the Secretary concerned in one or more of the following categories and has been so listed for a total of more than ninety days:

  • missing in action, (ii) captured in line of duty by a hostile force, or (C) The spouse of any person who has a total disability permanent in nature resulting from a service- connected disability or the spouse of a veteran who died while a disability so evaluated was in existence.

cii. in considering applicants for this position, preference shall be accorded in the following order:

  • To qualified service-connected disabled veterans,
  • If no veteran described in (1) is available, to qualified eligible veterans.
  • If no veteran described in (1) or (2) is available, then to qualified eligible person

Additionally, if selected for an interview you must bring a copy of your DD Form 214, Civil Service Preference Letter issued by the U.S. Department of Veterans Affairs (dated within the last six months) or other appropriate documentation that confirms your status.

Job Responsibilities And Expected Results

  • Conduct a comprehensive and specialized assessment of the skills level and service needs of adults and dislocated workers
  • In-depth interviewing and evaluation to identify employment barriers and appropriate employment goals
  • Development of an individual employment plan, to identify the employment goals, appropriate achievement objectives and appropriate combination of services for the participant to achieve the employment goals
  • Provide group counseling
  • Provide individual counseling and career planning
  • Case management for participants seeking training services
  • Short-term pre-vocational services, including development of learning skills, communication skills, interviewing skills, punctuality, personal maintenance skills, and professional conduct, to prepare individuals for unsubsidized employment or training
  • Review open case files of current participants with significant barriers to employment
  • Conduct relationship building, outreach and recruitment activities with other service providers in the local area, to enroll SBE and priority category veterans
  • Provide reports, not less frequently than quarterly, to the Office Manager and State Coordinator for submission to US DOL VETS
  • Performs other duties as assigned.

Date: 07/01/2009 STATE OF ARKANSAS JOB DESCRIPTION SUMMARY The Department of Workforce Services (DWS) Workforce Specialist is responsible for career orientation and planning, assessment, and enrollment of clients seeking eligibility for DWS programs and related services. This position is governed by state and federal laws and agency/institution policy.

Functions

Interviews clients to determine eligibility for DWS programs and services by reviewing clients' forms, asking questions concerning clients' work history, and providing information on programs and services. Enrolls clients in DWS programs after reviewing clients' profile information and comparing profile to criteria for program eligibility to determine eligibility. Contacts employers/clients by telephone or correspondence to discuss job orders, potential job applicants, and issues concerning clients' eligibility for benefits or program services. Performs job placement activities by researching files and selecting position openings compatible with clients' employment profile, schedules interviews for clients, and informs clients of date, time, and location of interview. Administers aptitude and job skills assessments to job applicants by monitoring assessments, scoring and recording results and scheduling assessments. Accesses computer terminal to enter, check, and retrieve information concerning clients' information. Counsels clients by explaining program eligibility, program benefits, and employment opportunities. Completes forms, reports, and records associated with DWS programs. Performs related responsibilities as required or assigned.
