Under administrative direction of the Bureau Director, the incumbent is responsible for the management and control of a variety of enterprise technology services provided to clients throughout the Department of Justice (DOJ) to assist them in meeting their program objectives. The services provided include project management for new application software development and maintenance, independent project oversight services to assist project managers / project teams in planning and implementing successful information technology (IT) projects, IT contract and procurement services responsible for procuring all IT goods and / or services for the entire DOJ, review and management of all IT related goods and services, and maintaining software licensing and availability. The incumbent provides leadership, analysis, and direction to ensure effective and efficient project execution through project management and oversight as well as overseeing IT contract and procurement functions which includes but is not limited to the procurement and processing of the DOJ IT contracts and IT interagency agreements, solicitation development, contract administration, and contract administration in support of IT contracts.

The incumbent manages the Project Management and Procurement Branch, the Project Management and Oversight Section, and the IT Contracts and Procurement Section, for user communities spanning the entire DOJ and the Enterprise Services Bureau (ESB). The domain of ESB represents all IT project and procurement aspects of the Department's business - legal, administrative, enforcement, and regulatory activities.

Working Conditions

This position is designated for telework under Government Code section 14200 for eligible applicants residing in California and may require reporting to headquarters or field offices and facilities to fulfill operational needs. All telework schedules are subject to change and may be reevaluated at any time. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Justice policies.

This position is eligible for telework up to 5 days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed / required. A teleworker is considered Remote-centered if they work fifty percent or more of their time from an alternate work location. The successful candidate must reside in California upon appointment.

  • Experience as a project manager over large-scale enterprise IT system implementations, including the System Development Life Cycle for IT projects
  • Administrative experience in Budget, Contracts and Personnel
  • Strong analytical, writing, communication and interpersonal skills
  • Ability to motivate, develop, and direct staff in performing their assigned duties to improve the work environment, the quality of work, and increase productivity
  • Ability to prepare clear and concise business / technical documentation (e.g., concept papers, feasibility studies, statements of work, operations manuals, disaster recovery procedures, operational recovery plans, etc)
  • Knowledge of IT procurement and contracting polices and guidelines such as Government Codes and Regulations, Public Contract Codes, State Administrative Manual, State Contracting Manual, Statewide Information Management Manual, Technology Letters, Purchase Authority Manual, Management Memos, Executive Orders
  • Knowledge of the structure, organization, and function of a variety of technology disciplines, as well as data centers and IT contracting programs
  • Thorough understanding of principles, practices, and trends related to IT acquisitions of goods and services
  • Thorough understanding of and experience with various IT project procurement methodologies and fundamentals
  • Strong communication skills and the ability to develop and maintain effective, cooperative working relationships
  • Strong written and verbal communication skills to effectively communicate on behalf of the DOJ
  • Ability to adapt easily to changing priorities, plan and project workload to meet work demands
