The Colorado Energy Office received a $156 million award from the Environmental Protection Agency through its competitive “Solar for All” grant. The award, which is part of the Inflation Reduction Act Greenhouse Gas Reduction Fund, will support rooftop solar installations and community solar programs for low- and moderate-income single-family and multifamily housing across Colorado. In addition to the main program objective to deliver no and low cost solar to income qualifying residents, the program will include extensive community and stakeholder engagement, and provide workforce training models that prepare individuals from low-income and disadvantaged communities for middle-class career pathways in solar energy deployment. This funding will help accelerate widespread adoption of solar in Colorado, moving Colorado closer to the goal of 100% clean energy by 2040 while improving air quality, lowering energy bills, and increasing energy independence.

Description of Job

Starting Salary Range: $75,000.12 - $85,000.24 Annually

  • This position is eligible for a hybrid working arrangement with an obligation to appear in the office on a weekly basis as determined by your department's director. Expectation is to be in-person at the Denver office at least one day per week. Funding for the position is tied to the federal grant which has a period of performance through August 31, 2029.


The Colorado Solar for All (COS4A) data analyst will develop and manage the extensive reporting process required by the Environmental Protection Agency (EPA) for Solar for All. This includes facilitating data collection for the EPA’s transaction and project level report, semi-annual report and Davis Bacon weekly reporting. The expectations for this program in Colorado and nationally are high, and candidates for this position should have extensive experience in data analysis with an understanding of the solar industry and associated metrics. The COS4A Data Analyst will be critical in designing and launching the program's reporting process and documentation to ensure compliance with the grant’s reporting requirements.

Candidates for this position should demonstrate the ability to perform with a high degree of autonomy, work collaboratively on a team, have demonstrated success in navigating complicated reporting methodologies while thinking creatively and thoughtfully to solve challenges with the larger programmatic strategy in mind. This position will report to the COS4A Director. As a public sector position, candidates should have a desire and passion to impact the lives of Colorado’s most vulnerable residents through providing clean, affordable energy.

Duties
:
Main Responsibilities:
  • Promote data-driven decision making through the collection, utilization and management of program and publicly accessible data.
  • Work with COS4A team members and sub-contractors to develop standard operating procedures (SOPs) for data collection, management, and reporting processes, consistent with EPA reporting and Quality Assurance requirements and continuously improving as needed.
  • Have ability to navigate and understand EPA AVERT, NREL PV Watts and any EPA provided calculators to generate metrics and understand outputs.
  • Work with the COS4A Director, CEO IT professionals and Office of Information Technology (OIT) on procurement and development of a reporting software solution.
    • Manage the collection and storage of data within the chosen application
    • Develop customized reports necessary to meet grant reporting requirements
    • Support COS4A team members in processing and analyzing outputs and reports
  • Create public dashboards to show program metrics and progress either through selected software solution or with Excel, Google Sheets, Tableau, PowerBI or similar platforms.
  • Effectively communicate complex data findings to both technical and non-technical audiences.
  • Conduct research, regularly review quantitative and qualitative data including program metrics and grantee feedback, evaluate program outcomes, and provide recommendations to the solar program managers as needed to ensure compliant reporting practices.
  • Regularly identify public or program-specific datasets that help the COS4A improve program delivery and program outcomes and support communications and engagement strategies.
  • Ensure program compliance with federal grant requirements, EPA requirements, Colorado Revised Statutes, CEO policies and procedures, Governor’s office employee handbook, Build America Buy America and Davis-Bacon Act.

Collaboration
  • Work closely with COS4A team members and with CEO’s Quality Assurance Manager on any environmental information reporting.
  • Work closely with CEO’s Communications and Engagement team to develop public communications related to program progress and success.
  • Develop and maintain strong external stakeholder relationships including industry, local governments, utilities, financial institutions, community based organizations, other state agencies including the Public Utility Commission, Department Of Local Affairs and Colorado Department of Labor and Employment and formal and informal partner relationships needed for successful implementation.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:
  • Graduation from an accredited college or university with a Bachelor's degree in business administration, science, mathematics, engineering or related field.
    • Substitutions: additional, appropriate professional experience may be substituted for the degree requirement on a year-for-year basis
  • Minimum 3 years of professional experience including at least 2 years in data analysis
  • Working knowledge of statistical methods for data analysis
  • Understanding of metrics involved with the solar industry
  • Excellent knowledge of Microsoft Excel and Google Sheets for data analysis
  • Excellent knowledge of database structure and functionality
  • Excellent time management and organizational skills
  • Excellent written, oral, and presentation communication skills
  • Knowledge of federal and state policies, procedures and reporting requirements

Preferred Qualifications

  • Master’s Degree in related field
  • Ability to use PowerBI, Tableau, ArcGIS or similar platforms
  • Experience in the solar industry
  • EPA grant experience
