The Division of Child Support Services (CSS) exists to assure that all children receive financial and medical support from each parent through the location of each parent, the establishment of paternity and support obligations, and the enforcement of those obligations.

The Programs and Services Section leads the Colorado Child Support Services (CSS) program by affecting and supporting positive program policy, and assessing and improving program performance. The section recommends and sets policy for the child support program and enforces compliance with all federal and state laws, regulations and rules. The section operates an Interstate Case Registry, State Parent Locator Services, and performs State Information Agent duties. Section staff assists with drafting changes to federal regulations through participation on federal workgroups and directs the implementation of federal requirements contained in Title IV-D of the Social Security Act and accompanying regulations. Section staff analyzes all aspects of the CSS program and design, develop and direct implementation of changes to Colorado law, state rules, systems, and procedures to improve the operation of Colorado’s CSS program. Staff provides leadership, training, assistance and support to 54 county CSS offices to improve performance and maximize counties’ ability to provide quality child support services to the public.

CSS also participates in federal demonstration grants that often direct the program in the creation of new and/or improved programming. Within the Section, the Program Innovation Unit (PIU) creates, implements and monitors federal grants and other projects to explore changes in policy, procedures and rules that would allow Coloradans to increase their economic security through involvement in the implementation of these grants. This Unit is responsible for training, evaluation, monitoring, data analysis and implementation of these federal grants and other projects.

Description of Job

* This is a position resulting from a federal grant award. This is a time-limited position until September 2027. *

Hybrid. Required to come to Denver office twice a week.


Within the Division’s Programs and Services Section, the Program Innovation Unit (PIU) creates, implements and monitors federal grants and other projects to explore changes in policy, procedures and rules that would allow Coloradans to increase their economic security through involvement in the implementation of these grants. This Unit is responsible for training, evaluation, monitoring, data analysis and implementation of these federal grants and other projects.

This position exists to be the Staff Authority to the Colorado Department of Human Services on all activities related to Office of Economic Security Fatherhood and Parent Employment programming in the Division of Child Support Services and other economic security programs, more broadly, where able. Primary activities include program administration, strategic development, monitoring, reporting and evaluation, and technical assistance and coordination.

The position has four main areas of responsibility:

  • Serving as the staff authority in OES Fatherhood and Parent Employment programming, develops, implements and maintains programming within the child support services program and other economic security programs, more broadly.

  • Provides technical guidance and direction to CDHS Executive Management, Office of Economic Security (OES) and DCSS Leadership, program staff, and external stakeholders, including county partners, in order to ensure effective, high-quality services at the local level and monitor program performance with regard to fatherhood outcomes, including access and visitation, co-parenting education, financial literacy, and social capital.

  • Facilitates communication and collaboration across CDHS Offices, OES Divisions, and county partners to nurture opportunities for capacity building statewide, with particular attention to parent engagement and fatherhood activities.
  • Serving as the staff authority of Fatherhood and Parent Employer programs and working with Non-Custodial Parents in the Child Support Program by creating a statewide Fatherhood/Parent Employment Advisory Board consisting of county programs and employer services partners. This advisory board will be responsible for establishing statewide processes and policies for implementations of these programs statewide.

MINIMUM QUALIFICATIONS:

Option 1:

  • Seven (7) years of professional experience in the Child Support or Human Services field
Option 2:
  • Three years of professional experience in fatherhood/parent programming, grants management, program management, and/or project management. This must have included experience in community collaborations and/or building relationships with internal and external stakeholders. AND

  • Graduation from an accredited college or university with a bachelor's degree in sociology, psychology, social work, political science, public policy, public administration, human services, or closely-related field.

Substitutions:Additional appropriate experience which provided the same kind, amount, and level of knowledge acquired in the required education may be substituted on a year-for-year basis for the education.

Preferred Qualifications and Essential Competencies:The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Experience working for a community-based organization providing support and resources to families

  • Knowledge of the unique needs of fathers

  • Experience working within fatherhood and/or parenting programs

  • Experience with data collection and analysis and/or needs assessment

  • Experience managing and/or working with vendor contracts

  • Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)


Conditions of Employment:

  • Standard background check and reference check required
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
