The Work Unit
The Prevention Services Division works with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The Division is committed to the professional development, collaborative effort and sustained wellness of its workforce.

The Fiscal, Contracting, Compliance, and Operations Branch (FCCO) is found within PSD. This branch provides support to all programs within the Division, offering services that include fiscal management and oversight, procurement, and contracting development and oversight, compliance monitoring, and operations support. The branch provides division-wide training, forms, policies, and procedures for all of the Division's business operations including all fiscal, compliance, and contracting workflow. The branch maintains access to all department systems and houses super-users for department systems including Kronos, Info Advantage, OnBase, FDW, CORE, Service Hub, Cornerstone, and more. The branch is responsible for producing financial records, tracking internal and external expenditures for over two hundred-seventy million dollars ($270,000,000) in State, Federal, and Private funds, and for providing financial expertise for over seventy-five (75) funding sources. The branch is also responsible for the preparation of over one thousand nine hundred (1,900) contracts and purchase orders per year. The division passes through, or grants, over two hundred thirty million dollars ($230,000,000) a year. The branch is also responsible for the compliance management of external funding.
This position is housed within the Fiscal Compliance Unit (FCU). The purpose of the FCU is to establish financial monitoring and compliance activities and utilize resources needed to effectively monitor subrecipients funded through the Prevention Services Division (PSD). The FCU manages, coordinates, and provides fiscal compliance support by conducting comprehensive fiscal reviews at agency sites, performing desk reviews, gathering and analyzing source documentation, creating reports and providing fiscal technical assistance to staff and contractors. This unit ensures compliance in accordance with applicable federal and /or state laws, regulations and contract provisions.
The Position
This position performs financial monitoring and compliance with the division’s subrecipients to ensure the integrity and soundness of the financial systems in accordance with statutory and regulatory requirements; provides for and meets the statutory and regulatory requirements of 2CFR, Part 200. This position selects procedures for ensuring subrecipient compliance with financial requirements. This position independently develops auditing and financial review procedures through site visits, desk reviews and other duties for ensuring sub-recipient compliance with financial requirements. Position evaluates internal controls and provides management with findings, recommendations for strengthening operations, by performing duties as described below. In addition, this position is a point of contact for division staff and external partners with interaction related to questioned costs, allowability, and other necessary technical guidance.
This position gathers, analyzes, and reports information to middle and senior staff on both specific and systemic topics (e.g., reporting, monitoring techniques, allow ability of costs, risk-assessments). This position possesses knowledge on the Code of Federal Regulations (CFR) also known as the “Supercircular”; Generally Accepted Government Auditing Standards (GAGAS-yellow book), Generally Accepted Accounting Principles (GAAP; State Fiscal and Procurement Rules; grant awarding; contracting; the request for application (RFA) process; identifying program guidance, and; looking up statutory references.

Experience Only: Six (6) years of relevant experience in auditing, business, grant management, finance, fiscal management or closely related field.

Education and Experience: A combination of related education, graduation from an accredited college or university in finance, business, accounting, or closely-related field AND relevant experience in auditing, business, grant management, finance, fiscal management or closely related field equivalent to six (6) years.
A master's or doctorate degree from an accredited college or university in a field related to the work assignment will substitute for the experience requirements.

- Candidates with previous State government auditing experience are strongly encouraged to apply.
- Demonstrated ability to assemble financials from a variety of sources and organize data into compelling reports to obtain business objectives.
- Knowledge of the federal cost principles and grant management requirements, rules, and regulations.
- Knowledge of the State of Colorado budget, legislative and fiscal note process, and fiscal rules.
- Knowledge of and experience with the Colorado Operations Resource Engine (CORE) or similar governmental financial management systems.
- Prior experience supporting, monitoring, and ensuring compliance with Federal and State contracts, grants, and funding streams.
- Possession of advanced mathematical skills and abilities to use software packages including spreadsheets, databases, data-mining, and financial analysis programs.
- Excellent organizational skills; the ability to set and prioritize workload, identify short and long-term goals and develop strategies to achieve them, and coordinate with internal and external partners. As well as, set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times.
- Ability to develop constructive and cooperative working relationships with others, and maintain them over time; Outstanding skills and abilities in verbal and written communications; ability to adapt a style to fit diverse audiences of varying technical levels, and at various levels within an organization, in groups, and individual settings, maintaining a strong sense of professionalism, including a strong work ethic and reliability.
