EXAMPLE OF DUTIES
This Controller II position leads and manages the technical accounting and fiscal rule compliance functions for the Department and to maintain an adequate system ofinternal controls over the assets of the Department. This includes the lead role in creating and implementing Department accounting and fiscal policies and procedures, and monitoring financial transactions for compliance with generally accepted accounting principles, state fiscal rules and policies, and Departmental Administrative Regulations. This position is responsible for interpreting, applying, and explaining financial matters and regulations to DOC management and financial staff to clarify needs and develop solutions to financial matters.Primary duties and responsibilities of this position include but are not limited to: Plan and oversee year-end closing, review quarterly and annual financial results and diagnostic reports for compliance with state fiscal procedures, and respond to state and federal auditor questionnaires and inquiries in a complete and timely manner;Prepare Departmental requests for annual roll-forwards of appropriations and any necessary over expenditures or transfer requests;Lead the accounting and financial functions for the Department including maintaining responsibility for the design, implementation, and accuracy of the Department’s inputs, procedures, and security access related to the management of the Colorado Operations Resource Engine (CORE);Interview accounting employees needed to adequately operate the accounting functions to ensure fiscal reporting requirements are met;Provides effective measures of supervision and accounting oversight including mentorship, specialized training to accounting staff, planning, evaluation, goal-setting, and measurements. Provides guidance to management level positions to resolve problems, makes decisions for complex issues, and develops recommendations relating to program policy and procedures relative to achieving staff and program success;Design, implement, modify and continually evaluate account structures and subsystems for diverse and complex operating entities, management, and financial reporting needs;Monitor financial transactions for accuracy, completeness, and compliance with generally-accepted accounting principles;Ensure that expenditures do not exceed appropriations from the State Legislature, from available fund balance and grant funds by interpreting data from the state financial reporting system and applying this to the most appropriate control or adjustment;Deputy Controller duties include being the Security Administrator for CORE, ONBASE, and CPPS;The Deputy Controller approves contract modifications such as option letters to increase or decrease contract services and to extend contracts for optional years of service;Perform other job related duties as assigned or required.
