Position will be required to work additional hours to ensure safe and secure operations and will be required to travel to facilities.

The Policy Coordinator serves as the facility policy coordinator to plan, organize, and direct the facility self-inspection program to bring into and monitor facility policies to ensure compliance. Manages the accreditation process and conducts audits of facility operations by analysis, visual inspection practice to facility policy, and makes recommendations. Advises management on facility policy matters concerning IA's. Collects, compiles, drafts, and analyzes information, collaborates with supervisors and recommends plans of action to meet standards. Reviews and makes revisions and/or proposes changes to policies and procedures. Exchanges information regarding policies and administrative regulations, on behalf of the Warden to the staff.

Primary job duties and responsibilities include but are not limited to: 
  • Functions as policy coordinator by verifying and identifying facility the need for operational memorandum meetings, setting committee reviews with management, publishing and distributing draft and final documents;

  •  Ensures compliance with standards, departmental regulations and applicable State and federal laws within these documents; 

  • Speaks of the importance of standard compliance in facility policy decisions; 

  • Manages facilities policies and procedures by reviewing, revising and recommending changes to management, CDOC directives, and facility standard policy guidelines and applicable laws; 

  • Receives new departmental regulations, distributes to management team and other offices of record; coordinates staff to write procedures to implement regulations into practice at the facility level; 

  • Interpret and explain facility operations policies, procedures, standards, and Administrative Regulations (AR's);

  • Exchanging information and/or guiding to resolve issues with policies, procedure, standards and Administrative Regulations;

  • Audits correctional facility operations to determine compliance with standards, departmental regulations, facility procedures and applicable laws; 

  • Interprets standards and analyze existing policies and procedures to determine if the facility is in compliance;

  • Recommends to facility management the need for plans of action and facility policy changes to meet standard; . 

  • Maintains files; coordinates and ensures completion of facility inspections; 

  •  Acts as AVCF Hearings Officer as needed;

  • Other duties as assigned. 



MINIMUM QUALIFICATIONS:

Experience Only:

Six (6) years of relevant professional experience in analyzing operating methods, procedures, policies and preparing reports; or managing and coordinating an accreditation, auditing, life safety and/or correctional program(s).  (Part-time experience will be prorated). 


OR

Education and Experience:

 A combination of related education from an accredited college or university in business administration, criminal justice, public policy, management, organizational development or behavioral sciences , or a related field  AND two (2) years of professional experience in analyzing operating methods, procedures, policies and preparing reports; or managing and coordinating an accreditation, auditing, life safety and/or correctional program(s).  (You MUST attach a copy of your unofficial college transcript to this application that include your name, name of the institution, degree, and date conferred). 


Note: Experience in analyzing operating methods, procedure, policies and preparing reports means a systematic study of goals, processes, and impacts of projects, policies, or programs. It uses objective measure to analyze how well a program is working and includes different types of evaluations and professional reports are written of results or outcomes.

Definition of Professional Experience:  Work that involves exercising discretion, analytical skill, judgment, and personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.

Preferred Qualifications:
  • Relevant state service working for the State of Colorado analyzing operating methods, procedures, policies and preparing reports;  
  • Advanced knowledge in computer systems such as MS Office and Google systems; 
  • Advanced  level of experience interpreting complex rules, regulations, and standards and applying the knowledge to specific situations; 
  • Advanced level of  experience with policy drafting, review, recommendations, and development for governmental, correctional, and/or organizational entity;
  • Advanced level of  experience working with Adobe Pro or similar;
  • Advanced level of  experience with electronic documentation; 
  • Comprehensive knowledge of Federal and State guidelines to ensure compliance with policy development;
  • Advanced level of experience as an auditor.

Employees who are rehired or reinstated within six months of their separation will return at either their previous pay rate if hired into the same class level or based on their time in the class series, whichever is higher. Those rehired or reinstated after six months' separation will be calculated using the same formula for new hires and promotions.

The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents.

  • Applicants must be legally eligible to work in the United States to be appointed to this position. CDOC uses e-Verify, an Internet-based system, to confirm the eligibility of all newly hired employees to work in the United States. CDOC does not sponsor non-residents of the United States.

  • Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics;

  • Possess the physical ability to successfully complete Defensive Tactics;

    • Lift arms above head and kick as high as own waist;

    • Stabilize another person to accomplish a controlled take down;

    • Use arms, palms of hands, shins, and feet to deliver blows;

    • Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;

    • Swing a baton in a striking technique;

    • Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;

    • Get down on one or both knees and up again with multiple repetitions;

  • Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;

  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;

  • Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;

  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;

  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;

  • Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;

  • Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;

  • Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;

  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;

  • Willing and able to travel;

  • Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;

  • TB (tuberculosis) screening is required of all new employees upon hire;

  • Employees may be required to submit to regular serial testing and reporting for COVID-19.

 

Successful completion of a background investigation is required. Should applicant’s background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.

The CDOC is committed to a work environment free from illegal drugs and alcohol. Employees (see exception below) may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana. A drug test will be administered to all new employees; employees must successfully pass.  Random drug screening will occur throughout employment. 

Exception: Peace Officer Standards and Training (POST) certified employees are prohibited from the use of marijuana. Health care professionals must check their licensing requirements regarding marijuana use.
