About the Role:
As the Deputy Director of Budget and Finance, you will be a driving force behind OASIA’s budget operations, co-leading strategy and operational excellence. Reporting directly to the Executive Director, you will take ownership of developing budget processes and provide fiscal analysis to a network of partner agencies. You’ll develop best practices and implement processes that will elevate OASIA’s capabilities and directly support Colorado’s public sector agencies.
In this position, you will collaborate with senior leadership to ensure the effective use of resources and alignment of strategy with goals. You will supervise preparation and analysis of budgets, provide financial forecasting, and ensure sound fiscal management across various departments.
Key Responsibilities:
Budget Development and Oversight: Lead the creation of OASIA’s annual budget and collaborate with independent agencies on their budgetary needs, providing insight into decision items and budget schedules.
Policy Oversight: monitor and respond to legislative changes, ensuring implications of enacted legislation are reflected in budget figure projections and planning.
Lead Fiscal Operations: Set the direction for OASIA’s fiscal planning, building systems that ensure accuracy, transparency, and compliance. Work collaboratively on year-end close.
Build and Implement Collaborative Budget Structure: Partner with the Executive Director to develop roadmaps that will guide OASIA’s operations and enable independent agencies to operate with financial agility and accountability.
Foster Supportive Team Culture: Actively support cross-training, cultivating an inclusive environment where staff thrive, innovate, and learn.
Ideal Candidate Profile:
You are a proactive budget or legislative analyst with a passion for public service. You are ready to roll up your sleeves and make a difference from day one. You’ll excel in this role if you are:
An Experienced Policy and/or Budget Professional: You have a Bachelor’s degree and substantial experience in budgeting and interpreting legislative impact as it relates to fiscal operations, ideally within a public sector or government setting. Directly relevant experience may substitute for educational requirements.
A Collaborative Team Player with a Growth Mindset: You bring a record of managing complex budgets, engaging with multiple stakeholders, and you are always looking to learn and apply new skills.
Analytically Driven: Strong analytical skills, attention to detail, and problem-solving abilities are essential to manage OASIA’s finances.
Familiar with State Financial Systems and Processes: Familiarity with Colorado’s state accounting systems and budgetary processes strongly preferred.
A Strong Communicator: Demonstrated ability to communicate complex information to a wide variety of audiences is essential for the success of this position.

Statement of Duties: The Deputy Director of Budget and Finance is a key member of the OASIA leadership team, reporting to the Executive Director. This position provides direction and leadership for budget planning, fiscal analysis, and accounting, with a short-term focus on transitioning key services from the State Court Administrator’s Office (SCAO) to OASIA. The role involves the development and implementation of best practice budget processes for OASIA and its network of partner agencies.
