Veterans Community Living Centers 

The Veterans Community Living Centers (VCLC) consist of 4 nursing homes, one domiciliary as well as 1 public/private partnership nursing facility offers holistic skilled nursing care/domiciliary care for veterans, surviving spouses, and Gold Star parents, who need short-term rehabilitation, respite or long-term care. The division focuses on operational support and guidance consistent with rules/regulations set forth by CMS, VA and CDPHE as well as CDHS.

This position will include regular travel to the VCLC facilities. This position is also a hybrid position that will require 2 days reporting to the office

Job Description


The Deputy Director is a direct report of the Division Director and operates as a member of the division's management team to promote the mission and philosophy of CDHS and VCLC and to provide direct supervision of the Nursing Home Administrators (NHA) while overseeing: operational outcomes;  finance/budgetary and procurement processes, census/marketing efforts; environmental processes/policies and support various departments within the VCLC operations.  This role also functions as the backup member of the Expanded Executive Management Team (EEMT) in the event of the absence of the Division Director.  This role will support individual homes in the event of a vacant NHA position due to resignation or if on extended leave of absence.
 
Additionally as the Deputy Director you can expect to:
 
  • Exercises appointing authority responsibilities, with direct and indirect supervision in the areas of staff hiring, performance planning, performance evaluation, corrective and disciplinary action
  • Directs, coaches and guides staff with program implementation, regulatory compliance, policy management, and knowledge acquisition
  • Indirectly supervises NHAs and ensures VCLC staff has the skills and resources necessary 
  • This position is given direct staff authority to develop the programs and services necessary to implement the division's focus on quality improvement and regulatory readiness
  • Work with VCLC and Division staff to identify trends and gaps in program areas
  • Implements the direction from VCLC Division Director and has the authority to act on behalf of the Division Director
  • Consult, guide, and support division staff and facility organizational design, change, and development strategies based on performance indicators, including resident satisfaction, employee satisfaction, employee retention, and fiscal commitments
  • Create, implement, and evaluate a division-wide leadership development program for the Nursing Home Administrators, Assistant Nursing Home Administrators, Directors of Nursing, Assistant Directors of Nursing, and Staff Development Coordinators
  • Complete other duties as assigned by the Division Director
  • Work collaboratively with the Director of Clinical Services
  • Work collaboratively with the VCLC team to ensure work completion based on changing business needs, and will participate and present ideas during strategic planning
  • Other duties as assigned 

Special Qualifications

  • Must have Nursing Home Administrator license with a minimum three years of NHA experience. Minimum of a Bachelors Degree in a related field. Minimum of five years of healthcare leadership required. Experience in program development, regulatory readiness, and employee coaching required
  • Experience in a long-term care environment, which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.


Experience Only:
  • Ten (10) years of relevant experience in an occupation related to the work assigned to
    this position, two (2) of which must have included experience with public or business
    administration, establishing goals and objectives, as well as developing and managing
    a budget to achieve program goals and objectives

    OR

Education and Experience:
  • A combination of related education and/or relevant experience in an occupation
    related to the work assigned equal to ten (10) years,
    two (2) of which must have included experience in a long-term care environment, which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.


Preferred Qualifications:

  • Experience in Long Term Care managing departments and/or teams

  • Five years of healthcare leadership required

  • Knowledge of financial operations and monthly budgetary review process

  • Census/Marketing experience to or exceed occupancy targets

  • Knowledge of Centers of Medicare/Medicaid Services and/or Veterans Affairs Nursing Home regulations and survey process

  •  CDHS employees (all Direct contact with vulnerable persons):
    CBI name check and fingerprint check, ICON Colorado court database, Medicare fraud database, Reference Checks, Professional License verification (licensure requirements), Drug Screen, PREA (Division of Youth Services),Trails check (direct contact with children), CAPS (direct contact with adults – Mental Health Institutes, Regional Centers, Veterans Community Living Centers)
  • Significant travel to each VCLC for onsite visits and possible interim coverage of VCLC

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.  Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
