Hybrid Workplace Arrangement: 

Although this position will be designated under the department’s hybrid workplace program, it will still be required to report to the department office on a scheduled basis and at the discretion of the supervisor, based on business need.  


The salary range posted for this position is $6,138 - $7,970/monthly; although a salary range is listed, hiring salary will be set commensurate with the successful candidate's qualifications and in compliance with the Equal Pay for Equal Work Act.

The Division of Banking protects the public interest and preserves public trust in the Colorado banking industry by regulating the business of state-chartered commercial banks and trust companies, state-licensed money transmitters, and enforcing the Public Deposit Protection Act.

Position: SCA 2060

This position is responsible for regulating and reporting on the safety and soundness of banks by planning, organizing and managing assigned examination personnel; supervising the preparation of the report of each examination; ensuring the examination is thorough and complete, including holding the assigned team accountable in the performance of their duties; independently evaluating the adequacy, effectiveness and efficiency of the systems within a financial entity and assessing the quality of ongoing operations; as well as providing reasonable assurance that bank assets are safeguarded, information is timely and reliable, and that errors/violations are corrected promptly to safeguard the public interest.

Duties include, but are not limited to:

  • Serving as the Examiner-in-Charge (EIC) on commercial bank examinations, functioning as the work leader over assigned examiners, which includes determining examination objectives/areas for review; performing pre-exam scoping and determining what areas of the bank present the highest risk factors; as well as determining what staffing resources are needed to adequately assess these risks through the examination process;
  • Setting priorities that ensure the completion of assigned tasks within the allotted timeframes, and contributing to the development of subordinate staff by ensuring trainees receive assignments to further their professional development;
  • Preparing and reviewing complex examination work papers to ensure the depth of review by assigned staff is sufficient to accurately assess the institution’s condition as well as support the examination ratings and conclusions reached in the written report;
  • Providing interpretations of rules and regulations to examiners and institution management during the examination;
  • Supervising the preparation of the written report of examination,  and finalizing the report for submission to the Caseload Manager;
  • Communicating examination findings with bank management and/or the board of directors, addressing strengths as well as weaknesses noted, and recommending corrective actions when necessary and appropriate;
  • Performing off-site monitoring on a caseload of commercial banks each quarter, and completing written reports to highlight both positive and negative ratios and trends, as well as background developments that result in any major concerns and conclusions regarding the overall financial condition of the bank. 

MINIMUM QUALIFICATIONS (MQs):

There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience

Option 1: Experience

  • Eight (8) years of professional* auditing/examination experience with a domestic state or federal commercial bank, and/or with a state or federal banking regulatory body.

Option 2: A Combination of Education AND Experience 

  • Associate’s Degree and Experience: Graduation from an accredited college or university with an associate’s degree in  accounting, business administration, economics, statistics or finance; AND
  • Six (6) years of full-time professional* auditing/examination experience with a domestic state or federal commercial bank, and/or with a state or federal banking regulatory body.

OR

  • Bachelor’s Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in  accounting, business administration, economics, statistics or finance; AND
  • Four (4) years of full-time professional* auditing/examination experience with a domestic state or federal commercial bank, and/or with a state or federal banking regulatory body.

SUBSTITUTIONS:

  • Partial credit toward the degree requirement will be given for completed college/university coursework that did not result in a degree.  A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for one (1) year of the required professional* experience. 

*Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods. 

Preferred Qualifications:

  • Certified Public Accountant (CPA);
  • Experience working with and knowledge of the Uniform Financial Institutions Rating System (UFIRA), Uniform Interagency Trust Rating System (UITRS), and Non-depository Trust Company Rating System (NTCRS);
  • Demonstrated experience working in a commercial banking environment, strategizing and coordinating operations while ensuring compliance with laws;
  • Demonstrated experience working in a commercial banking environment performing risk management and/or internal auditing;
  • Auditing or examination experience with a state or federal financial institution regulatory body (OCC, FDIC, FRB, or a state banking regulatory agency);
  • Experience as a Commissioned Bank Examiner assisting, conducting or directing examinations of insured depository institutions to determine their financial condition; evaluate management; and determine the safety, soundness and risk posed to consumers;
  • Demonstrated experience interpreting Colorado banking statutes, laws and regulations.

  • Demonstrated ability to understand and abide by workplace principles, practices and behaviors as internally identified and defined by the division and department;
  • Demonstrated ability to read, understand, interpret, apply, and explain laws, rules, policies, and procedures;
  • Sound judgment and the confidence to make decisions on a routine basis;
  • Ability to travel independently, including work in-office, as required by business needs and scheduled by the supervisor;
  • Integrity and high ethical standards;
  • Accountability, reliability, including attendance;
  • Ability to maintain confidential, controversial, or sensitive information;
  • Self-starter, including the ability to work independently, learn new processes, utilize own knowledge and that of supervisor, and complete work with minimal supervision;
  • Demonstrated professional demeanor;
  • Knowledge and understanding in the use of PC software applications including Microsoft Office (Access, Word, Excel, etc.), and Google Suite (Doc’s, Sheets, Slides, etc).

  • Ability to travel independently, including work in-office, as required by business need and scheduled by the supervisor.

  • Applicants must possess and maintain a valid driver's license and the ability and willingness to travel independently in own vehicle.
  • This position requires the ability to travel in and out of the state. The amount and frequency of the travel will be determined based on the needs of the examination unit. Travel is required up to 40% of the time, including staying out over weekends when required.
  • Position requires the ability to transport equipment including, but not limited to, laptop computers, printers, manuals and supplies.
