Description of Job
We're hiring an innovative person who is a self-starter for a Policy Advisor IV (Rules Manager). This position is within the Division of Gaming in our Lakewood Office. this position is to support objective and consistent implementation of the Division's administrative strategies by facilitating regulatory adherence in a professional, innovative, and collaborative manner. This position leads the Division's rule making and disciplinary processes in accordance with applicable laws, rules and regulations, manages CORA action status tracking and approves casino Chip and Token requests. This position is also responsible for Accounting and Procurement and Forms Development for the Division. The position supports all Division sections, with consultation on cases, assistance meeting statutory deadlines, and analysis of disciplinary actions.
Rules Management and AG Liaison
- Position manages the Division's adherence with Executive Order D 2012-002 (E02) and Department of Revenue policy EDO-029, Statutory Requirements, Rules Management Policy and Procedures along with guidelines as posted with the Office of the Colorado Secretary of State.
- Evaluates proposed rule changes to determine the most appropriate course of action, providing strategic guidance and insights to leadership on potential implications relating to policy.
- Works with the Office of the Attorney General (AG's) to ensure full conformity with the Division's statutes, rules, regulations, ICMPs, and internal policies and procedures. Oversees and facilitates rule workshops, serving as a key point of contact to provide clarity and address stakeholder concerns. Reviews and synthesizes responses from the industry and general public, ensuring all comments, recommendations, and suggested amendments are thoroughly analyzed and incorporated as necessary prior to rule filing.
- Advises leadership on stakeholder feedback and its potential impact on rule implementation, ensuring informed decision-making.
- Responsible for the management of the Division's annual rule review to ensure each rule is reviewed on a five-year cycle. Complete all division and department reports related to new and existing rules, including reports regarding legislative impacts.

MINIMUM QUALIFICATIONS :
Experience Only : 7 years of professional experience in a legal, regulatory, or public policy / administration field or a closely related field as determined by the Department.
Education and Experience :
A combination of related education and / or relevant experience of 3 years in an occupation related to legal, regulatory, or public policy / administration field.
A closely related field as determined by the Department, with a Bachelors degree in Liberal Arts such as Accounting, English, Economics, History, Philosophy, Public Policy, Policy Analysis, Political Science, Legal Studies, or Law.
