Office of Civil and Forensic Mental Health (OCFMH) 
Located within the Colorado Department of Human Services, the Office of Civil and Forensic Mental Health (OCFMH) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system.  OCFMH funds, supports, and monitors numerous mental health and substance abuse community programs and providers and operates the Colorado Mental Health Hospitals at Fort Logan and Pueblo and the Forensic Services Division. OCFMH executes the States’ federal responsibilities as the State Mental Health Authority and State Substance Abuse Authority of administering federal mental health and substance abuse block grant funds.

About the Position: 
 
This position is responsible for the oversight and management of the FCBS Department, including all staff assigned to the work unit. This position exists to manage, direct, train, and provide supervision and oversight of the staff assigned to FCBS. The staff members, assigned to Denver and Pueblo offices, provide oversight services to conditionally-released and community placement individuals. This position designs, develops, and directs implementation of FCBS policies and protocols for the delivery of the above services and interacts with relevant stakeholders as needed to identify and overcome barriers to discharge and safe community residence and to streamline administrative processes in these systems. The director is responsible for all personnel matters including interviewing, hiring, onboarding, retention, offboarding, and performance issues. The Director of FCBS supports their team in their collaboration with internal and external stakeholders to ensure optimal service provision for the NGRI population. Directors within Forensic Services also have data reporting requirements, which requires creation and maintenance of data tracking systems and frequent reporting requirements. Duties in this position include: 

Department and Personnel Management: 
  • provides leadership and direction to the daily operations of the work unit, consisting of various staff and is the direct supervisor to five (5) full-time employees (FTE)
  • provides second-level supervision to the fourteen (14) other positions within the work unit and holds regular team meetings 
  • must maintain familiarity with the current status and progress of all clients being served by FCBS, relevant statutes and community resources to assist in problem-solving and ensure all clients are receiving an appropriate level of care and/or receive appropriate intervention
  • required to respond to emergency situations directly and in support of team members and also accompanies team members to staffings and/or treatment-related meetings when support is requested and required
  • via supervision, the Director provides final approval for all court communication and documentation submissions to include, but not  limited to, quarterly reports, annual reports, regressions/progressions, and proposed conditions
  • assesses the needs for the work unit based on program evaluation, client needs, the Division’s mission, and resource allocation
  • supports consistent implementation and compliance with related treatment standards and external agency rules/regulations, reports any deficits to leadership, and collaborates in developing operational procedures
  • serves as an advocate for the work unit and its clients, communicates needs and plans to leadership, which includes analyzing issues related to the services offered by this work unit
  • must have good working knowledge of Colorado regulations and statutes, as well as internal policy and procedure
  • ensures effective services are being provided by developing, implementing, and monitoring staff and client engagement and quality of services and work products
  • responsible for identifying quality improvement needs and developing a corrective plan of action to present to leadership, to support efficacy, this position will create work unit protocols and audit tools
  • monitor all department related expenditures and budgets by approving P-card purchases and overseeing annual operating funds and contracts assigned to the work unit
  • make efforts to develop and maintain student training opportunities when possible, which will require familiarity with discipline-specific educational requirements and relationships with educational institutions
  • performs all functions and responsibilities of an Appointing Authority as related to personnel, including recruitment, assignment of work schedules, hiring, approval of leave, counseling and mentoring, performance planning, and assessment and administration of corrective and disciplinary action pursuant to State Personnel  Rules 
  • monitors staff productivity and efficiency and oversees compliance of staff with specific competency requirements
  • provide strategic planning and staff projections for review by leadership
  • possesses specialized knowledge within the population served by FCBS and regularly participates in committees and work groups
  • responsible for all work unit-related needs during business hours and after hours as needed
  • responsible for responding timely to all Colorado Open Records Act (CORA) requests and in the event of a negative outcome may be required to participate in communication with OCFMH and CDHS leadership and media
  • FCBS partners with two University of Colorado psychiatric staff assigned to the work unit. The Director is responsible for general oversight, communication, administrative supervision, and contractual obligations for both positions

Contracts and Budget: 
  • responsible for the oversight of all contracts associated with services received by the FCBS Department. This includes identification of such needs, identification of underused services, identification of increased service needs, contractual editing, ensuring contractual compliance, and serving as a primary point of contact for the contract holder. 
  • should there be an identified deficiency with a contractor, this shall be communicated to leadership and the Director shall create a corrective plan of action to issue and oversee with the vendor
  • oversees all finances and expenditures associated with the FCBS department, including internal tracking systems, invoices, receiving reports, p-card purchases, and overall budget, as well as policy and procedure associated with successful adherence to established budgets and fiscal rules. 
  • holds regular meetings with the CFO team to ensure compliance
  • Monitor trends associated with both contracts and budgets to identify the best use of resource allocation and forecast future departmental needs

Policy and Procedure: 
  • utilize best practices to develop and implement operating policies and practice standards for the work unit. This includes standards for treatment planning, and reporting to the court and various agencies
  • analyzes current statutes and makes recommendations for changes
  • stays informed of relevant statutes and applies the information contained in the Colorado Revised Statutes to the work unit
  • works in collaboration with CMHHIP and Forensic Services Administration to develop, draft, and implement policies and strategies for the readmission of patients on community placement and granted conditional release
  • assists with the development of policies and procedures for Forensic Services and ensures all FCBS staff receive training and apply such policies and procedures appropriately

Experience Only:

Ten (10) years of relevant experience in an occupation related to the work assigned to this position including a minimum of (3) years experience in program management at a Director or similar level

OR

Education and Experience:

A combination of education in a criminal justice, legal or mental health field and relevant experience in an occupation related to the work assigned equal to ten (10) years including a minimum of (3) years experience in program management at a Director or similar level

Preferred Qualifications
  • preference will be given to individuals with related state experience 
  • work history in the criminal justice, legal or mental health fields
  • strong leadership experience
  • demonstrated abilities with change management and organizational culture

Conditions of Employment

  • Full background check and reference check required

  • Must travel throughout State and has staff in Denver and Pueblo

  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment.  Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
