- Analyzing and reporting on program productivity.
- Evaluating written policies, ensuring they align with current program goals, initiatives, and procedures.
- Reviewing all external-facing guidance, ensuring clear and consistent messaging for applicants.
- Analyzing annual program performance, comparing it to yearly goals and objectives, and communicate findings to the Executive Director.
- Creating comprehensive reports detailing contractor and subcontractor staff productivity, helping the Executive Director monitor and evaluate performance.
- Performing additional duties as required.
SEC is responsible for overseeing the verification of social equity applicants, as defined in law, creating new programs to support both cannabis businesses and businesses in other industries, and managing the more general community investments derived from cannabis tax revenue. SEC works closely with multiple Connecticut agencies and partners, including DECD and the Department of Consumer Protection (DCP), to carry out its duties.

PURPOSE OF JOB CLASS (NATURE OF WORK)
EXAMPLES OF DUTIES
- Develops and implements formal research projects and assists in these activities on more comprehensive and complex research assignments;
- Analyzes, interprets and prepares data in a variety of ways;
- Prepares narrative and statistical reports;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
- Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
PREFERRED QUALIFICATIONS
- Experience conducting research for state, municipal, or federal government funded programs.
- Experience with policies and procedures of data governance and data matching.
- Experience developing procedures to streamline reporting data from agency and public data sources.
- Experience using software such as Microsoft Office, R (language and environment for statistical computing and graphics), SAS (Statistical Analysis System) or Python for data preparation and analysis.
- Experience using tools such as Tableau or DataWrapper for dashboard development.
