PURPOSE OF JOB CLASS (NATURE OF WORK)
EXAMPLES OF DUTIES
- Administers staff and operations of the State Elections Enforcement Commission;
- Coordinates, plans and manages administrative and legal activities of Commission including fiscal, budgetary, legislative and educational functions;
- Implements and evaluates agency policies, goals and objectives;
- Determines appropriate staffing levels and directs management and coordination of staff;
- Trains Commission members and staff;
- Supervises receipt, processing and investigation of complaints filed with and initiated by Commission;
- Supervises and/or conducts evidentiary hearings and meetings;
- Assists Chief State's Attorney and State's Attorney in any criminal prosecution or appeal arising from a Commission investigation;
- Assists Office of the Attorney General in any civil litigation brought at request of Commission;
- Supervises large scale investigations of criminal violations of state elections laws involving offices of the Chief State's Attorney, State's Attorneys or state or municipal police;
- Supervises and/or drafts responses to correspondence and inquiries;
- Supervises preparation of forms for Commission use and prepares relevant literature;
- Assigns and supervises research studies concerning election and campaign finance laws;
- Supervises audit and review of all campaign financing reports filed by candidates, political committees and political parties on state and municipal levels;
- Interprets campaign financing law provisions and supervises and/or drafts written advisory opinions;
- Renders primary legal assistance to Commission on all relevant legal issues;
- Drafts Commission decisions and orders in contested cases;
- Supervises and drafts proposals for legislation;
- Acts as primary legislative liaison and testifies before legislative committees;
- Implements legislative changes as required;
- Acts as spokesperson for Commission in contacts with representatives of the media;
- Conducts educational seminars;
- Represents Commission in speaking engagements;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
