Summary Statement

�This position works within the Administrative Office of the Courts and serves at the pleasure of the State Court Administrator.

Preferred Qualification

(Applicants that do not possess these preferred qualifications will still be eligible for the position if they are certified and possess the required knowledge, skills, and abilities listed in the Essential Functions section.) 1. Experience with labor and employment law. 2. Experience in public sector bargaining. 3. Ability to train management, HR personnel, and court staff attorneys on labor and employment laws.

Essential Functions

Working under the supervision of the Chief of Legal Services, this position will be responsible for: •\tProviding counsel and guidance to court management, court HR departments and court staff attorneys on issues of labor and employment law, including but not limited to, \tTitle VII, ADA, ADEA, FMLA, FLSA, and other applicable state and federal laws. •\tProviding counsel and guidance to court management, court HR departments, and court staff attorneys on labor/union related law, including but not limited to, bargaining, \tcontract interpretation, grievance/arbitration, and disciplinary matters pursuant to applicable CBAs and labor laws. •\tReviewing and developing Judicial Branch employment rules, policies, and procedures to ensure compliance with state and federal law. •\tTraining court management, court HR staff, and court staff attorneys on labor and employment laws and trends. •\tLead internal investigations regarding employee relations matters and prepare written summaries and recommendations. •\tRepresent the judicial branch in employment related hearings. •\tAny other job-related duties as assigned.

Job Requirements

Applicants must have education, training and/or experience demonstrating competence in each of the following areas: •\tGraduation from an accredited law school. •\tDelaware attorney in good standing with the Delaware State Bar.� (Attorneys not admitted in Delaware will be considered but must be admitted to the Delaware Bar within a \tyear of hire for continued employment.)� •\tMinimum of three to five years of work experience as a labor and employment attorney or commensurate experience as an HR manager. •\tExcellent research and writing skills. •\tOutstanding analytical and problem-solving skills. •\tExcellent communication and interpersonal skills. •\tDemonstrated ability to manage multiple projects simultaneously. •\tAbility to work in an environment where priorities may change daily due to internal or external demands. •\tA cover letter and resume.� (A legal writing sample may be requested at a later date.)

Conditions of Hire

•\tA satisfactory criminal background check is required as a condition of hire. •\tDirect deposit of paychecks is required as a condition of hire.
