What are the responsibilities and job description for the Senior Project Manager position at STATE OF FLORIDA DEPARTMENT OF HEALTH?
This scope of work is for full modernization effort of the Bureau of Epidemiology data systems including scalable data ingress, integrity platform application, enhanced business intelligence, front-end automated data validation, data quality alerts, anomaly detection, migration of case data, data analysis, and enrichment of data. Align and support current and future Department data modernization initiatives for relevant data sets. Contractor will provide these services to the Florida Department of Health (Department).
The Project Manager will work closely with Department leadership, stakeholders, and technical teams to deliver scalable and efficient data solutions.
Required Skills & Qualifications:
Bachelor's or Master's degree in IT, Computer Science, Public Health, or related field.
Minimum of 10 years of experience in IT project management, preferably with Florida Department of Health or other government agencies.
Proven experience in data migration, cloud-based solutions, and IT modernization projects.
Familiarity with AWS, data validation, anomaly detection, and integration broker processes.
Experience in performing project management in accordance with Rule Chapter 74-1, Project Management and Oversight, of the Florida Administrative Code.
Skills:
Strong leadership, communication, and stakeholder management skills.
Proficiency in project management methodologies (Agile, Scrum, PMP preferred).
Knowledge of data security protocols and regulatory compliance.
Key Responsibilities:
Project Planning & Execution:
Lead the full modernization effort, aligning with the Department’s data initiatives.
Ensure timely migration of data ingress solutions to a cloud-based environment (AWS SFTP, S3, or API Gateway).
Oversee the implementation of inline data validation, anomaly detection, and data quality alerts.
Stakeholder Collaboration & Reporting:
Provide weekly project updates to Department leadership.
Maintain clear documentation, data flow diagrams, and standard operating procedures.
Ensure compliance with Rule Chapter 74-1, Project Management and Oversight, of the Florida Administrative Code.
Technology & Data Management:
Supervise the enhancement and maintenance of the SSO web application for data processing monitoring.
Ensure the successful deployment of online and inline data validation tools.
Manage the development of data quality grading for data senders.
Risk & Issue Management:
Identify, assess, and mitigate risks that could impact project timelines and data integrity.
Implement an alerting system for real-time issue detection and resolution.
Ensure that defects in production environments are reported within 24 hours.
Compliance & Security:
Enforce adherence to data security and confidentiality protocols.
Coordinate with internal and external teams to ensure compliance with state regulations.
Performance Monitoring & Continuous Improvement:
Monitor system performance, ensuring uninterrupted essential services.
Support technical teams in enhancing anomaly detection, data visualization, and reporting tools.
Track project deliverables and financial performance, ensuring compliance with contractual obligations.
