Job Description
This senior-level position leads Human Resources, Financial and Accounting team members with a primary responsibility of overseeing the essential administrative functions of the Thirteenth Judicial Circuit. Ensures the effective delivery of services by analyzing operating procedures and systems. Establishes performance measures and a means to ensure that goals are met. 

•    Directs and oversees human resources operations, such as the recruitment, interview and selection process; employee relations; disciplinary action; classification; compensation and benefits; performance reviews; and background/reference checks. Makes recommendations for human resources related changes.
•    Directs and oversees finance and accounting operations, to include the processing of invoices, purchasing card transactions and reports, travel reimbursements, contracts for independent contractors and contractor services, and the processing of purchase orders for goods and services.
•    Directs and supervises staff, including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and recommending performance improvement or termination; prepares periodic employee performance evaluations; reviews and approves timesheets and leave requests.
•    Works with Executive Team to develop and implement short and long range plans that support administrative efficiency and timeliness. Develops related outcome measures and monitors to ensure outcomes meet or exceed goals. 
•    Develops policies and procedures in consultation with Executive Team to ensure efficient and economical departmental operations; evaluates results to ensure compliance and identify deficiencies. 
•    Conducts or coordinates investigations of issues pertaining to harassment, discrimination, performance issues, and pending employment litigation; coordinates and communicates with Court Administrator and General Counsel in employment matters and litigation.
•    Serves as Americans with Disabilities Act (ADA) Coordinator; conducts or coordinates training on personnel policy and issues such as sexual harassment, ADA, retaliation, etc. 
•    Interfaces with Hillsborough County and Florida State Court System human resources, financial and purchasing departments concerning matters such as salary, benefits, disbursements, documentation, special requests, etc. 
•    Oversees various administrative matters, such as conducting research studies and projects, reports or correspondence, inventory control, etc.

 

Education and Training Guidelines
•    EXPERIENCE: 6 years of related professional work experience, including 5 years in a supervisory capacity.  A master’s degree in an area cited below may substitute for 2 years of the recommended non-management experience. PREFERRED: Knowledge of Florida State Court System or Hillsborough County administration. 
•    EDUCATION: Bachelor’s degree in human resources management, court administration, business administration, public administration, finance, accounting or a closely related field

•    Ability to collaboratively exchange ideas, information, and opinions with others to formulate policies and programs, or arrive jointly at decisions, conclusions, or solutions.
•    Experience in managing, training, mentoring staff, and overseeing staff performance and work product, to include productivity analysis.
•    Ability to plan work efficiently; establish and maintain effective working relationships with governmental and court officials at all levels; communicate effectively, both orally and in writing; and interact professionally with the staff and contractors, develop and apply policy; evaluate issues and provide recommendations, monitor/delegate responsibility; make decisions and draw conclusions.
•    Incumbent must be professional in all regards.
