Specific Responsibilities:
This is an Environmental Specialist III position to inspect asbestos renovation and demolition projects, investigate citizen complaints related to air pollution, conduct inspection of minor sources of air pollution, and review open burning approval projects. Work is performed under the supervision of an Environmental Manager - SES. This position requires independent judgment, initiative, and skills in accomplishing various job functions.
This position is designated as a sensitive position and the position is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Has access to the Health Management System (HMS) for Daily Activity Record (DAR). Enters and updates information in Environmental Health (EH) database including inspections, permits, customer, and billing information.
Responsible for inspecting the asbestos renovation and demolition activities under the direction of the Environmental Manager and the Florida Department of Environmental Protection. Implements policies and procedures established by the Florida Department of Environmental Protection (FDEP) and ensures all asbestos commitments specified in the work plan associated with the U.S. Environmental Protection Agency (EPA) 105 Grant are fulfilled. Processes asbestos demolition and renovation notifications. Conducts inspections of asbestos and inputs results into the FDEP asbestos database system. Observes asbestos removal work practices inside a containment area. Responsible for monitoring and enforcement of federal, state, and County asbestos regulations. Ensures quality assurance of asbestos data uploaded to the department databases. Maintains monthly searchable archive list files. Assists the Environmental Manager with asbestos enforcement activities initiated from assigned notifications. Assists with periodic reports to ensure all reporting databases are maintained in a timely and proper manner.
Performs inspections of minor sources of air pollution to determine compliance with regulations and permit requirements; prepares detailed reports; enters inspection results and report reviews into the FDEP databases system according to established protocol.
Investigates citizen complaints related to air pollution according to established procedures. Logs and updates complaints received.
Conducts open burning site evaluations and processes approvals for open burning activities in accordance with the Palm Beach County Environmental Control Ordinance and Florida Administrative Code.
Participate in the standard activities; Outreach, Suggestions, and/or Teamwork. Attends and participates in scheduled meetings, teleconferences, and training.
Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge, skills and abilities, including utilization of equipment, required for the position:
- Knowledge of terminology, principles and analytical techniques of the physical or natural sciences.
- Ability to understand and apply rules, regulations, policies and procedure in conducting inspections and complaint investigations.
- Skilled in the use of personal computers and software applications (For example, Microsoft Office Suite).
- Knowledge and experience in collecting and analyzing data to assess environmental impact.
- Ability to plan and coordinate work assignments effectively.
- Ability to organize and retrieve information.
- Ability to communicate effectively
- Ability to deal with the public in a tactful and courteous manner
- Ability to establish and maintain effective working relationships with others.

Licensure/registration/certification requirements:
- Standards Certification which includes minimum standards of education, training or experience per Chapter 381 F.S.

- Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
- Valid Driver’s License.
- Hard hat and steel toe safety is required.
- Must be able to lift to fifty pounds (50lbs) and carry 15 ft or more for transporting equipment and supplies to our sites.
