JOB DESCRIPTION:
This is a highly responsible, professional work requiring a substantial degree of independent activity to both oversee and support complex programs for the Division of Early Learning (DEL). The employee is expected to demonstrate knowledge, skills, and ability to prepare, provide, and deliver quality work products representative of the Department’s commitment to quality, efficient services and practices. Where applicable, the employee will demonstrate quality document preparation and dissemination evidenced by accuracy, correct grammar and format, appropriate content, proper approvals and timeliness.
DUTIES & RESPONSIBILITIES:
(Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)
The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
- Acts as a contract manager for those assigned Pos, MOUs, Interagency Agreements, Agreements, Non-State Term Contracts, State Term Contracts and Request for Application (RFA) Grants. The DEL contract manager is in contact with the Department’s Contracts, Grants and Procurement office during implementation.
- Coordinating and developing competitive procurements, participate in the evaluation and review of contract proposals by leadership and other parties as needed; negotiate, monitor, and evaluate implementation of assigned statewide contracts along with the contract budgets, in conjunction with the DEL manager. Answers questions and provides technical assistance in both the procurement and contract implementation process.
- Prepares contract documents in conjunction with the DEL project manager, including development of minimum performance standards and deliverables, amendments, renewals, and extensions for all assigned contracts.
- Monitor application and implementation of appropriate rules, Florida Statutes, regulations, policies, procedures and guidelines to ensure compliance with financial and administrative requirements.
- Provide information and technical assistance to contractors for the smooth implementation and production of contract deliveries and reports.
- Audit and process requisitions, purchase orders, invoices through the platform of AOD or the DEL Budget Office.
- Confer as needed with the contractor to gather and evaluate data with respect to expenditure patterns and surplus/deficit expenditure reports.
- Provide quality assurance activities, including programmatic, fiscal, and administrative monitoring; develop an appropriate monitoring strategy in conjunction with the DEL project manager. Contract monitoring, via desk-top monitoring, is required to provide assurance the terms and conditions of the contract are being successfully met. A review of data/documentation such as, but not limited to: monthly/quarterly reports, monthly/quarterly invoice reimbursements, and data/documentation on key program indicators.

MINIMUM QUALIFICATIONS
- Professional contract or grant management experience
- Must successfully complete training in contract management and become a certified contract manager within six months of hire in accordance with section 287.057 (15)(c), F.S.
PREFERRED QUALIFICATIONS:
Preferences will be given to:
- Possess a Florida Certified Contract Manager (FCCM) certificate.
- Working knowledge and experience using MFMP, AOD, FACTS.
- Working knowledge and experience with interpreting Rule, Laws of Florida, Florida Statutes; Reference Guide for State Expenditures; contracts and/or grants management; contract and/or grant budget and allowability; reviewing/processing deliverables and its expenditures/invoicing; monitoring/auditing of documents.

- Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
