**Anticipated Vacancy**

 

Overview:

The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida’s gaming laws and combatting illegal gambling activities.

 

The agency is overseen by five Commissioners who are appointed by the Governor, with Commissioners appointing an Executive Director who leads a team of nearly 200 staff members.

 

The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

Position Duties and Responsibilities:

This is a highly responsible position responsible for complex licensing work within the Division of Pari-Mutuel Wagering, Operations Unit. The ideal candidate for this position must be productive under tight timeframes, balance multiple and competing priorities, and maintain goal-directed behavior; must interact courteously and professionally with others internally and externally and be able to meet expectations under stressful conditions; will have experience working alone and as part of a team in researching, gathering, comparing and analyzing information relating to assignments and projects. The duties are as follows:

  • Reviews and processes pari-mutuel, cardroom, and slot machine occupational license applications initiated at the field offices or sent directly to Tallahassee.  
  • Takes appropriate action in the licensing database to facilitate the issuance of a license for eligible applicants.
  • Accurately profiles each application in the licensing database within 24 hours of receipt.
  • Identifies deficient applications and notifies applicant of errors and/or omissions within 30 days. 
  • Creates checklist to ensure all requirements have been met. 
  • Retrieves criminal history reports from the FDLE website; matches the criminal history with the application and determines whether further documentation is required from the applicant.  
  • Answers public inquiries regarding pari-mutuel, cardroom, and slot machine occupational licensing laws, rules and/or policies and procedures. 
  • Responds to customer inquiries via email, telephone, OnBase Escalation and Smart Sheet Correspondence process.
  • Assists with scanning fingerprint cards for electronic submission to FDLE on an as-needed basis.  Submits retained fingerprints to FDLE via Falcon.
  • Research and request license and enforcement status information from other gaming jurisdictions for each slot application; reviews information to determine applicant eligibility.
  • Assists with scanning and indexing documents into OnBase, the Commission's imaging system.
  • Answers questions from the field staff and the public regarding pari-mutuel, cardroom, and slot machines occupational licensing laws, rules and/or policies and procedures.
  • Performs special projects and other duties assigned by the Licensing Administrator or the Chief of Operations.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of basic computer software to effectively utilize Microsoft Word, Outlook, Excel, and internet browser software programs and competency in the operation of standard desktop computers, printers, and optical scanners.
  • Ability to develop, absorb, and retain general knowledge of gaming operations.
  • Knowledge of general office methods and procedures, filing, telephone techniques, and office equipment, as well as English usage, spelling, grammar, and punctuation.
  • Ability to work in a team environment, as well as a strong work ethic and self-motivation to work independently.

 

Minimum Qualifications:

  • Six (6) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work, of which 2 of the years of experience must be reviewing and/or researching licensure applications to determine eligibility for the approval of occupational or professional licenses.
  • An associate degree can substitute for 2 of the required years of professional experience.
  • A bachelor’s degree can substitute for 4 of the required years of professional experience.

 

Preferred Qualifications, not required:

  • Preference will be given to individuals fluent in both English and Spanish.
  • Preference will be given to individuals with experience in Versa Regulation and OnBase.
  • Preference will be given to individuals with experience in Pari-Mutuel Wagering.
