ANTICIPATED VACANCY
Your Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge; assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets.
This is a highly responsible position in the HIV/AIDS Section. This position provides direction and oversight on the statewide HIV Patient Care Program including Florida's Ryan White Part B program, the AIDS Drug Assistance Program (ADAP), and the Housing Opportunities for Persons with HIV/AIDS (HOPWA). This position reports directly to the HIV Administrator to ensure the programs are in alignment with federal and state regulations, policies, procedures, guidelines, and administrative rules.
Responsible for providing direction and oversight for program planning, program implementation, program management, evaluation, client services and special projects for the HIV Patient Care Program to meet management objectives related to HIV patient care outputs and outcomes. Provides consultation on patient care operations to department staff, other agencies, and states.
Responsible for assisting Department Budgeting Staff in the management of funding in accordance with HIV Patient Care allocations. This includes legislative budget request, and Schedule C processes to effectively spend state and federal resources. Participates and assists in writing grants for the Ryan White Part B, ADAP, and HOPWA grants, budget development and modification. Work with contract unit for execution, modification, and invoice payments for HIV Patient Care contracts. Serves as the grants manager for the Patient Care program.
Serves as a member of the National ADAP Crisis Task Force and the National Alliance of State and Territorial AIDS Directors (NASTAD) and meets annually to negotiate sub-340B drug pricing discount agreements. Participates in monthly calls with federal project officers from the Health Resources and Services Administration (HRSA) and Housing and Urban Development (HUD). Provide technical assistance regarding programmatic operation issues concerning HIV Patient Care.
Collaborates with community-based organizations, ad-hoc advisory groups, and the statewide Florida Comprehensive Planning Network (FCPN) to develop and update policies, procedures, guidelines, and administrative rules that support HIV Patient Care.
Coordinates with Surveillance, Medical, Prevention and Administration to implement strategies to reduce HIV transmissions and AIDS-related deaths in Florida. This includes Viral Hepatitis and Outbreak Response, sexually transmitted Infections and Tuberculosis. Other programs outside the division are included to effectively implement initiatives to link and retain persons diagnosed with HIV to receive adequate care and support.
Coordinates with the HIV section leads to implement Ryan White Part B required Clinical Quality Management Program. Serves on the CQM statewide executive committee and participates in activities for the CQM program statewide.

Required Knowledge, Skills, and Abilities:
