The Florida Department of Children and Families (DCF) isthe state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

North Florida Evaluation and Treatment Center (NFETC) is a 216 bed, all male, forensic, mental health rehabilitation facility. The Center is located in northeast Gainesville, Florida on 639 picturesque acres with regular sightings of deer, turkey and other wildlife. NFETC employs a variety of entry level to leadership positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists.

This is a highly responsible and professional position that will serve as an Operations & Management Consultant II- SES. This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

Specific Duties And Responsibilities Include

  • Ensures that the COC and Medical Records Department is in adherence with DCF CFOPs, Florida Statutes to include FS 916 and pertinent administrative code. Responsible for regular review and updating of departmental policies and processes to ensure they are in alignment with DCF Operating procedures. Recommends, develops, and implements policies and procedures pertaining to all key processes within Continuity of Care and Medical Records including day-to-day operations of service areas and professional services designed to reduce the length of stay for the patients. Ensures employees are trained on new procedures, and monitors for and compliance so that management systems are consistently and appropriately implemented to support management excellence and cost efficiency. Tracks discharge progress via resident database for pre discharge and discharge status.
  • Supervises employees and processes pertaining to pre-admission screening, intake tasks, discharge coordination and medical information services at a forensic mental health treatment facility providing court ordered services to individuals through the authority of Florida Statue 916. This position is responsible for communicating with, motivating, training and evaluating employees; is responsible for tracking, auditing and reporting on the quality of employee work products/processes. Performs all required human resource tasks for employees and evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.
  • Adhere to contemporary standards of strategic planning and continuous quality improvement, with a focus of optimizing efficiency and safety, as evidenced by procedures and performance data. Coordinates placement of residents to a less restrictive setting. Develops all conditional release plans, with the involvement of the court system and the community mental health providers. Testifies at conditional release hearings, as indicated, regarding discharge arrangements. Coordinates face to face, telephone screenings and site visits with community placements and programs for forensic individuals who are recommended for conditional release. Coordinates and tracks benefits process for individuals recommended for conditional release. Coordinates referral for circuit transfer between circuits with Managing Entities and forensic specialists. Notifies families of current discharge plans and counsels about conditional release discharge process.
  • Participates in required leadership processes and meetings. Runs the Utilization Management Team and Length of Stay meeting. Tracks and reports on discharge barriers and length of stay of patients with the goal of improving the efficiency of throughput while maintaining safety and quality of care.
  • Coordinates referral process for the Sexually Violent Predator Program for all NGI individuals recommended for conditional release and monitors SVPP determination. Coordinates the processing of criminal histories for SVPP through the National Crime Information Center for referral of residents adjudicated not guilty by reason of insanity (NGI
  • Serves as primary contact for all external stakeholders and partners on issues relating to admission screening, admissions and discharges. Schedules and oversees visits of forensic case managers. Provides key coordination role with community providers and stakeholders, allowing for exchange with all providers in communities for which NFETC serves as provider of state mental health treatment beds. Coordinates circuit specific meetings to review cases with significant barriers to a timely discharge. Maintain appropriate relationships with advocates, protective services, and patient families and significant others. Establish and maintain relationships with the community which promotes a positive public service image.
  • Assists individuals in applying for SSA, SSDI, SSI and other benefits programs. Schedule appointments and completes application process as needed. Coordinates information for benefits determination. Assess individuals, in resolving benefits related issues or problems. Serves as liaison to the Social Security Administration, community providers, and others as a single point of contact for benefits information. Maintain excel spreadsheet daily for up-to-date benefits information on each individual. Monitor need for redeterminations or re-applications. Provides monthly reports and other analyses as required for all benefit programs. Identify eligibility for Medicare programs and other supplemental programs. Discuss available programs with individuals, social workers, guardians, and/or family members for approval before applying. Monitor need for re-determination and reapplications for determinations. Verify accuracy of information on social security card applications and further process for completion of request. Occasional travel to SSA for immigrant status individuals.

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university and two years of management experience systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
  • Two years of experience in social work, case management, counseling or mental health field.
  • Master’s degree from an accredited college or university as described can substitute for one year of the required experience.
  • Professional experience as described above can substitute on a year-for-year basis for the required college education.
