 Program Administrator  - SES

 

This is an Internal Agency Opportunity and only qualified candidates currently employed with the Department of Children and Families will be considered.

 

Location: Any county in the State of Florida.

 

This position is for a Program Administrator- SES for the statewide Specialized Medicaid Center of Excellence located in the state of Florida reporting to the SunCoast Region.  Teleworking is not an option for SES positions.  Some travel will be required. Facility is a tobacco free environment.

 

The bi-weekly salary range for this position is $2,019.24 - $4,091.18.

 

The individual occupying this position is responsible for ensuring that policies and procedures of the Economic Self-Sufficiency Programs are correctly administered within the statewide Specialized Medicaid Center of Excellence.  This position requires supervisory, administrative and management expertise to guide the delivery of services for families and adults in Economic Self-Sufficiency direct services programs within the state in accordance with federal and state laws, rules and regulations and regional procedures.  This individual will be responsible for professionally representing the Center of Excellence to internal and external stakeholders and for ensuring a work culture that highly values quality, service and accountability.

 

PRIMARY DUTIES MAY INCLUDE BUT NOT LIMITED TO:

Administrative supervision and coordination of all direct service operations related to the assigned service or program area including the direct supervision and appraisal of the performance of line supervisors and reviewing the performance of direct service staff.

 

Appropriate delegation of authority to line supervisors and the review, approval of personnel actions and assignments made by them.  Provision of direct consultation to supervisors during the personnel recruitment process.  Direct provision or arrangement for the provision of staff development, training, and programmatic or administrative technical assistance to staff to assure the opportunity of meeting their fullest performance potential. 

 

Management of the program and administrative functions of assigned departmental service units including the assessment of service utilization effectiveness, development and monitoring of corrective action plans and directing intra-program coordination to insure timely and effective service delivery.  Assisting in case management decisions, when necessary, through coordination with district program office staff, attendance at programmatic meetings, and individual case staffing. 

 

Participation in management and operations meetings to present service area issues and input into administrative decisions regarding overall operational needs.  Efficient and equitable distribution and control of allocated service area staff, facilities, supplies and equipment.  Community and service delivery coordination through identification of gaps in service provision and collaborating in the development of resources to meet identified needs.  Inputting to district administration as to resource needs.  Development of working agreements/relationships and effective service coordination among departmental program units, other human service agencies, and the general community regarding departmental programs.  Investigation and response relative to services provided and taking necessary corrective action when indicated. 

 

KNOWLEDGE, SKILLS AND ABILITIES INCLUDE BUT NOT LIMITED TO:

Knowledge of social, economic, health, or rehabilitative services objectives.  Knowledge of methods of compiling, organizing and analyzing data.  Knowledge of problem-solving techniques.  Ability to plan and develop programs or program components.  Ability to utilize problem-solving techniques.  Ability to evaluate and monitor service delivery and implement corrective action plans.  Ability to provide technical assistance regarding program and client issues.  Ability to supervise people.  Ability to determine work priorities, assign work, and ensure proper completion of work assignments.  Ability to communicate effectively.  Ability to establish and maintain effective working relationships with others.  Must have knowledge of ACCESS Management System (AMS), Quality Management System (QMS), Qlik, MES, and MS Office programs.  Knowledgeable of methods for compiling, organizing and analyzing data for the purpose preparing the agency’s Business Plans, Business Plan spreadsheets, and other reports as needed.  Organizes work products, sets priorities, determine short or long-term goals and strategies to achieve them.   Monitors and evaluates the outcomes of a problem solution to identify lessons learned or redirect efforts.  Knowledgeable of program policies and procedures as mandated by federal, state, and local governing areas.

 

MINIMUM QUALIFICATIONS

  • A bachelor’s degree from an accredited college or university or Professional Experience working with Department of Children and Families (DCF) Economic Self-Sufficiency involving eligibility determination, investigation, interviewing or counseling may be substituted year for year of college education. 
  • A master’s degree from an accredited college or university can substitute for one year of experience.
  • At least 3 years of supervisory experience in the DCF – Economic Self-Sufficiency Program determining eligibility; preference for experience in Specialized Medicaid programs (Long term care, Hospice, HCBS, DDD, etc) and/or Hearings.
  • Valid Driver License.
  • Must be able to lift 25lbs or more.
  • Must be willing to travel.
