Mission of the Bureau of Exceptional Education and Student Services

The Bureau of Exceptional Education and Student Services (Bureau) administers programs for students with disabilities. Additionally, the Bureau coordinates student services throughout the state and participates in multiple inter-agency efforts designed to strengthen the quality and variety of services available to eligible students with disabilities.

Job Description

This position is assigned to the Program Accountability, Assessment and Data Systems (PAADS) unit of the Bureau of Exceptional Education and Student Services (BEESS), to assist with the management of grant processes for IDEA B grant funding. The employee’s time and effort are assigned to a dedicated function as is indicated on the monthly payroll. Attendance at work is an essential job function. This position is expected to perform these duties with a minimum of direct supervision.

Duties and Responsibilities

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

 

  • Develops, disseminates, and processes IDEA grant application forms and instructions to school districts and eligible applicants.
  • Provides technical assistance to Bureau staff, school districts, and other funded entities related to project/grant administration and management.
  • Works as a team member to accurately, timely, and efficiently complete special education annual federal data reports and the Annual Performance Report.
  • Collaborates with Department and Bureau staff and other resource persons to ensure that responses to inquiries are made promptly and efficiently.
  • Develops and prepares accurate and timely publications for dissemination to Department and Bureau staff, district personnel, and other interested parties.
  • Collaborate with Department employees, district personnel, and others.
  • Provides technical assistance to the bureau, districts, and Project Managers on Entitlements and Discretionary grant applications and the amendment process.
  • Works with a team to review all Entitlement and Discretionary Projects grant applications.
  • Will assist other sections as related to their expertise.
  • Performs other duties as assigned.

The ideal incumbent is someone who has a working knowledge and understanding of state rules and regulations regarding personnel management. Someone who excels in working under tight timeframes with competing deadlines. Organizational skills and ability to multitask are key to being able to successfully complete the duties and responsibilities of this position. Since this position travels and presents at conferences as well as provides training on a needed basis, the perspective applicant needs to be able to travel and is comfortable presenting to people and training new staff.

 

Knowledge, Skills, and Abilities

  • Knowledge of Federal funding for Exceptional Student Education (ESE), grants management, and data reporting requirements.
  • Skilled in Request For Applications (RFA’s) development
  • Skilled in data collection and reporting.
  • Ability to communicate effectively verbally and in writing
  • Ability to plan, organize and coordinate work assignments
  • Ability to produce accurate and timely information under tight timeframes, balance multiple and competing priorities, and maintain goal-oriented behavior and performance expectations
  • Ability to establish and maintain effective working relationships with others         
  • Knowledge of Microsoft Office software, including Outlook, Word, PowerPoint, and Excel

LEAVE INFORMATION:

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
    • Sick Leave -. Career Service employees earn 8.667 hours of sick leave credits per month

 

BACKGROUND SCREENING REQUIREMENT

It is the policy of the Florida Department of Education that applicants for employment/volunteer undergo Level 2 background screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
