The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

THIS IS NOT A TELEWORK POSITION.  CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.

 

This is a highly responsible and professional position that will serve as a Senior Management Analyst Supervisor – SES over the Research Unit responsible for overseeing Clinical Evaluators and Epidemiologist team. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented. 

 

Specific Duties and Responsibilities include:

  • This is professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports.  Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.).
  • Oversees and supervises the epidemiologist and clinical research staff and activities in the HQ office.
  • Oversee the develop evaluation plans and evaluation projects to address Florida’s substance abuse issues and needs.
  • Assists in developing and implementing the Florida Opioid Epidemic Response Plan. Coordinates response efforts with epidemiologists working on opioid response in other state and local health departments in Florida.
  • Reviews programs, services, forms and reports and confers with management and others to identify problems and improvements.
  • Conducts public health and epidemiological investigations.
  • Monitors the trends of reported drug overdose events in Florida.
  • Consult with medical personnel, both Departmental employees and contract partners, in developing a program to treat various addiction disorders and thereby ensuring an acceptable level of patient health, wellbeing and recovery.
  • Interact with a variety of professional, governmental, and regulatory contacts both as a representative of the SAMH and as a member of professional organizations.
  • Provides technical assistance, clinical expertise and research knowledge for the integration of substance use disorder treatment and prevention with other areas.  
  • Serves as resource person to other staff in headquarters and regional program offices. Perform other duties and responsibilities pertaining to the needs of the Department, including but not limited to research, assisting with grant writing, data analysis, and strategic planning. 
  • Perform other related duties and is on-call during office closures, evenings, and weekends, as needed. 

Salary commensurate with experience.

 

Knowledge, Skills and Abilities required for the position:

  • Knowledge of the methods of data collection and analysis.
  • Knowledge of basic management principles and practices.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into a logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to utilize problem-solving techniques.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to travel with or without accommodations.

 

Minimum Qualifications:

  • Two years’ experience supervising or serving in a leadership role.
  • Two years’ experience in implementing and managing complex projects.
  • Three years of experience with academic, business, or technical writing.
  • Three years of professional experience with research and demonstrated application of research skills.
  • A bachelor’s degree from a college or university in a social, behavioral, or mental health services or a closely related field and four years of experience in recovery and substance use is preferred.
  • A master's degree from a college or university can substitute for one year of the required experience.
  • Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
