Your Specific Responsibilities:

 

This position spends more than 50% of the time engaged in supervisory responsibilities.  This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work.  The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.  The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This is a professional position in the Bureau of Emergency Medical Oversight that is responsible for the management, implementation, and evaluation of the statewide Emergency Medical Services Section, to include consulting, planning, monitoring, budgeting, coordinating, and supervising, as established in Florida Statutes.

 

 

Programmatic

Oversees, develops, and analyzes needs within the Emergency Medical Services Section of the Bureau of Emergency Medical Oversight. Facilitates strategic relationships with external agencies and community partners to support statewide emergency medical services. Ensures compliance with statutory deadlines while aligning program operations and activities with the department's mission and goals. Initiates and implements innovative projects to support the bureau's and department's strategic direction. Manages interventions and changes to guarantee project objectives are met. Coordinates and oversees a minimum of three Emergency Medical Services Advisory Council meetings annually, as mandated by Florida Statute.

 

Budget

Develops, analyzes, implements, and monitors the program's annual operating budget. Collaborates in creating and maintaining expenditure forecasts related to the EMS Trust Fund. Conducts regular monitoring of expenditures and activities, preparing comprehensive reports on budgetary issues. Initiates and processes requests for budget amendments and reviews requests for continuing appropriations. Generates detailed financial reports for the bureau budget manager and bureau chief as required.

 

Legislative Affairs/Policy Making

Serves as the primary Legislative Affairs Liaison for the section. Conducts thorough analyses of proposed legislation to evaluate its effectiveness and potential impact on the department. Coordinates the development of new legislative proposals and monitors the progress of relevant legislation. Attends interim and regular legislative session committee meetings, as well as other pertinent gatherings, providing timely updates to the Bureau Chief on issues of interest.

 

Strategic Planning

Actively participates in establishing strategic planning goals, budgetary decisions, and other management initiatives. Assumes responsibility for planning and directing the EMS system's strategic and long-range goals in alignment with bureau, division, and departmental strategic initiatives. Conducts comprehensive organizational reviews to identify strengths, weaknesses, and evaluate operational effectiveness. Ensures that project and departmental milestones adhere to approved budgets and timelines.

 

Administrative

Provides direct supervision to staff within the EMS Section, including conducting performance appraisals, planning, and directing work assignments, approving leave requests, managing the hiring process, and implementing disciplinary actions when necessary. Fosters a positive work environment that promotes professional growth and team cohesion.

 

 

Required Knowledge, Skills, and Abilities:

 

Ten years direct experience managing EMS agencies at the local, state or federal level.

Five years direct experience with budget development, reviews, forecasting, and tracking of budget expenses of budgets greater than $5 million per year.

Three years direct experience with grant development and/or management of grant activities

Demonstrated experience in the creation and implementation of administrative rules or statutes.

Demonstrated experience in the management of prehospital research related projects.

Demonstrated experience in EMS quality improvement programs and/or program process improvements.

 

Qualifications:

 

State EMS regulatory experience is preferred but not required.

State or National Paramedic Certification    

Valid Florida Driver’s License

10 years prehospital experience  

 

Travel Time:  25-50%
