Salary Range: $71,016 - $83,196 Annually

Duties Summary



This position is located within the State of Hawaii, Department of Defense, Hawaii Army National Guard (HIARNG) and is assigned to the Constructions and Facilities Management Branch (CFMO), Design and Project Management Section. The CFMO is responsible for the construction, repair and maintenance of all HIARNG facilities in the State and is responsible for the management and financial administration of all programs under the control of the CFMO.


The purpose of this position is to manage the design and execution of HIARNG major/minor construction and renovation projects statewide and to oversee project management of all construction and renovation projects. Work involves analysis of facility requirements (many of which present unusual problems) for HIARNG with attention to execution of major/minor construction and renovation projects to meet varying mission needs and requirements. Timely completion of projects has a direct effect on HIARNG's ability to secure funding for future projects as well as its success in supporting HIARNG mission and the Adjutant General's goals. The quality of facilities directly impacts the HIARNG ability to meet mission requirements and, with emphasis on the total force concept, often has an impact beyond HIARNG.


Work requires managing the development of design documents, and eventually converting abstract two-dimensional concepts into finished construction using input from guidelines, command, and users; and incorporating emerging technologies while staying within a finite budget. Work also requires presenting intricate concepts to concerned groups ranging from citizen's committees to elected officials. Tracking projects through approving agencies on local, state, and national levels provides an added measure of complexity as does the requirement to prepare and brief the Adjutant General and congressional staff so they can present the project proposals to Legislative and Congressional sponsors. In addition to technical complexity, navigates legal and human emotional issues in mediating project disputes with users, contractors, officials, and the chain of command. Work is further complicated by the diverse geographic area consistent with dispersion of ARNG installations within the state.


Minimum Qualification Requirements



KNOWLEDGE:

Knowledge of engineering and architectural principles and practices. Knowledge of planning, design and construction of major structures and facilities with expertise in space utilization, building environmental systems, fire and security systems, masonry and reinforced concrete construction, roofing systems, energy management, and pavement construction. Knowledge of architectural and engineering concepts, construction methods and practices, contract procedures, and construction management practices involved in the planning, design, and construction of major structures and facilities. Knowledge of applicable national, state, local and NGB regulations relating to design, construction, or renovation. Knowledge of contracting, funds and fiscal processes and contracting for HIARNG structures and buildings. Familiarity with Federal Acquisition Regulations (FAR) as they apply to selection of architectural services and construction. Knowledge of advanced human relations and conflict resolution techniques. Knowledge of HIARNG, its organizational structure, subordinate commands, missions and readiness requirements, preferred. Knowledge of funds management and ability to execute construction projects on time and within budget constraints.


SKILLS / ABILITIES:

Ability to provide technical expertise in design and project management functions. Ability to provide policy guidance and apply regulations for design and construction work. Ability to resolve conflicts and technical issues related to design and construction. Ability to plan and prioritize projects and resources. Ability to perform architectural design work.


The ability to function independently, under only general supervision, in performing normal work assignments; modify, adapt and make compromises with standard guides, precedents, methods and techniques; develop effective coordination and secure cooperation with other and plan and prepare complete and comprehensive engineering reports; the ability to supervise and instruct lower-level professional and nonprofessional personnel as required for certain positions.


EDUCATION:


All applicants must meet one of the requirements specified in A, B or C below:

  • Graduation: from a school of engineering in an accredited college or university with a bachelor’s degree.

Note: For some positions, graduation from an accredited college or university with a degree in physics, mathematics or chemistry may be accepted as qualifying, provided the applicant has had at least 15 credits in engineering sciences, common to all engineering disciplines, e.g., thermodynamics, statics, electrical science, applied mechanics, engineering drawing, strength of materials, etc.

  • Administrative, professional or technical experience involving the application and knowledge of the fundamental physical and mathematical sciences underlying professional engineering including physics, chemistry, mathematics through integral calculus and engineering sciences such as statics, dynamics, strength of material, thermodynamics, fluid mechanics and engineering drawing and other specialized courses to one of the branches of engineering. Such experience must be substantially equivalent to the knowledge and understanding gained by completion of a college training leading to a bachelor's degree in engineering; or
  • A combination of college training in engineering, and experience mentioned in B above equivalent to completion of a college training leading to a bachelor's degree in engineering.


EXPERIENCE:

Three (3) years progressively responsible professional experience which required the knowledge and application of the basic physical and mathematical sciences and the engineering and project management disciplines to the solution of theoretical or practical design and construction problems.


Preferred: Possess a valid license as a Professional Engineer in the State of Hawaii.


Must have a valid license to drive in the State of Hawaii.


Must be eligible for, and maintain a minimum, a Secret Security clearance, post-employment condition.


Must pass a criminal history background check and be a resident of the State of Hawaii.
