The Coordinator of Special Education Support and Monitoring plays a vital role within the Special Education team, contributing to the development of state-level policies for Idaho Charter Schools and Private Schools.

Key responsibilities include ensuring compliance with the Individuals with Disabilities Education Act (IDEA), delivering presentations at conferences and workshops, providing training and technical assistance, and conducting monitoring activities to ensure adherence to state and federal special education laws.

This full-time position, appointed by the State Superintendent of Public Instruction, requires field visits to charter schools, private schools, and school districts for monitoring and technical assistance.

RESPONSIBILITIES :

Charter School & Private School Oversite

Contribute to the creation of state-level policies for Idaho Charter Schools and Private Schools.

  • Develop state-level presentations and handbooks for charter and private school verification processes.
  • Deliver specialized training sessions, including :

Charter Boot Camp : Annual spring training for new charter schools.

  • New Charter Verification Training : Conducted during fall leadership conferences.
  • Develop and maintain FAQs and training materials for Idaho SESTA and the Idaho Training Clearinghouse website.
  • Provide on-site technical assistance visits for charter schools and private schools.
  • Facilitate verification visits for new charter schools and annual private facility site visits, including :
  • Verification documentation collection for newly opened charter schools

  • Onsite visits for newly opened charter schools
  • Annual private facility authorizations.
  • On-site visits for state authorized private facilities every five years.
  • Oversee general on-site monitoring visits and follow up on action plans
  • General Supervision File Review (GSFR)

  • Serve as the department lead for the General Supervision File Review (GSFR) process, including :
  • Collaborating with Special Education Support & Technical Assistance (SESTA) leadership to implement the GSFR process.

  • Developing training modules and webinars on GSFR processes.
  • Managing the Compliance Tracking Tool (CTT).
  • Data Analysis and Reporting

  • Collaborate with the Department's data coordinators to update data collection and guidance processes.
  • Provide data analysis and reporting related to student achievement for charter schools, private schools, and educational programs.
  • Dispute Resolution and Support

  • Address inquiries on charter school startups, IDEA regulations, Idaho Special Education Manual policies, and dispute resolution.
  • Support new administrators, special education directors, and federal programs directors in charter schools and districts around IDEA and State special education policy and procedures.
  • Indicator and Enforcement Support

  • Collaborate with Department's data coordinators on oversight of SP / APR Indicator enforcement.
  • Develop guidance and training materials for various indicators and requirements.
  • Significant Disproportionality

  • Work with data coordinators, the fiscal coordinator, and SESTA leadership to oversee significant disproportionality enforcement.
  • Develop training materials and guidance on processes, enforcement, and support requirements.
  • Other Responsibilities

  • Support LEA determination processes through guidance and training.
  • Assist with the mentoring and training of new Special Education Directors through the OnTrack cohort and other means.
  • Collaborate with the Idaho Charter School Commission and other stakeholders as needed.
  • Perform additional duties as assigned.
  • MINIMUM QUALIFICATIONS :
  • Master's degree from an accredited institution required.
  • Three (3) years special education teaching experience required.
  • In-depth knowledge of special education laws and regulations.
  • Proficiency with Microsoft Word, Excel, PowerPoint, organizational management tools and online search engines.
  • Excellent written and oral communication skills.
  • Excellent presentation skills.
  • Excellent organization skills, including the ability to multi-task and prioritize multiple projects.
  • Ability to work effectively in a team environment.
  • Supervisory experience.
  • PREFERRED QUALIFICATIONS :
  • Advanced degrees beyond a master's degree.
  • Special Education certification.
  • Five (5) or more years of experience in special education teaching or administration.
  • PHYSICAL DEMANDS : (with or without accommodation)
  • Dexterity to operate office tools and equipment;
  • Ability to perform standard office administrative functions, including but not limited to : typing, filing, answering phones, processing documents, collating and preparing office materials as needed;
  • Good vision to review hard copy and electronic documents; operate standard office equipment, including, but not limited to : computer, copier / scanner, multi-line phone system; navigate website resources; greet and direct patrons; identify safety concerns;
  • Ability to concentrate for extended periods of time;
  • Mental acuity to comprehend, communicate, monitor and ensure adequate program support;
  • Approximately 90% of time is spent sitting at desk or workstation, up to 4 hours at a time;
  • Approximately 10% of time is spent standing, walking, bending, and kneeling;
  • Occasional lifting may be required, frequently less than 5 lb., but may be up to 20 lb.
  • TRAVEL REQUIRED :
  • This position requires approximately 20% travel time throughout the state for training and monitoring activities. This position may also require approximately 5% travel time outside of the state for training and professional development for work related to the position.

    Vesting in the Public Employee Retirement System of Idaho (PERSI) : All employees of the Idaho Department of Education are non-classified. They are appointed by the elected official and serve at the pleasure of the elected official. As such, employees working at a non-classified agency are considered vested in the PERSI retirement system after five (5) consecutive months of service, versus five (5) years of service at a classified agency.

    Tuition Fee Waiver : All Idaho Department of Education employees in permanent full-time positions may register for instructional courses during any academic period, at any participating state funded institutions of higher education, for a $20.00 nonrefundable registration fee per semester and $5.00 per credit hour charge.
