Position Marketing Statement
The Office of the State Fire Marshal (OSFM) is accepting applications to fill the position of Public Service Administrator, Option 1, Assistant Human Resources Manager. The agency is seeking to hire a highly responsible, independent candidate with past experience working in the field of Human Resources. The Assistant Human Resources Manager will be tasked with a variety of administrative duties which include, but are not limited to, oversight of employee transactions related to the Family Medical Leave Act (FMLA), leaves of absence, employee timekeeping, benefits, and retirements. The ideal candidate also possesses a background in the leading and conducting of interviews and development of position descriptions. This position will also serve as an assistant to the agency Labor Administrator, providing support in various labor issues arising within the workplace. This position will be responsible for the development and maintenance of a bureau records retention policy. The ideal candidate should be detail-oriented and possess the analytical skills necessary to guide them in making accurate and informed decisions in the best interests of the Human Resources and Special Projects Division and OSFM. As the Assistant Human Resources Manager and employee of the State of Illinois, the selected candidate will have access to state healthcare, benefits, and a pension plan. Essential Functions
- Under the general direction of the Human Resources and Special Projects Manager for the Office of the State Fire Marshal (OSFM), serves as the Assistant Human Resources Manager.
- Oversees HR staff performing employee transactions related to Family Medical Leave Act (FMLA), leaves of absence (LOA), employee benefits, Agency timekeeping, employee onboarding, and retirements or separations.
- Serves as Classifications Lead for the OSFM.
- Serves as confidential assistant to Labor Relations Administrator in matters of Labor Relations for OSFM.
- Works in conjunction with OSFM Records Retention Officer in the design, development, and implementation of appropriate standards, policies, and procedures to provide maintenance protection in reference to Human Resources files.
- Serves as full-line supervisor.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
- Requires three (3) years human resources experience in fire service or public safety organization.
Preferred Qualifications
- Prefers three (3) or more years of experience in the coordination and application of HR transactions related to FMLA, timekeeping, insurance benefits, and retirements.
- Prefers three (3) or more years of experience in position description development, classification processes, and the determining of reporting structures and class specifications.
- Prefers one (1) or more year of experience in the utilization of a human resources software system, such as the human capital management (HCM) software system.
- Prefers two (2) or more years of experience in the application of Collective Bargaining Agreements.
- Prefers prior experience in the development and maintenance of a records retention policy.
- Prefers two (2) or more year of professional experience establishing and implementing hiring plans to include vacancy advertisement, processing of applications to vacancy advertisement, leading and conducting interviews, and documenting hiring sequence activities.
- Prefers two (2) or more years of professional experience working with a structured interview and selection hiring process.
- Prefers two (2) or more years developing effective interview questions.
- Prefers two (2) or more years of experience serving in a lead or supervisory role, assigning, and reviewing work, providing guidance, mentoring, and training.
- Prefers three (3) or more years of experience in the utilization of MS Word, Adobe, Excel, and Teams or other similar software programs.
