Position Overview :

The Department of Juvenile Justice is seeking an experienced and motivated individual to serve as the Assistant School District Superintendent for School District #428. The incumbent in this position will be responsible for a variety of high level duties such as : managing compliance for educational services, making budgetary recommendations, developing and coordinating research projects, and overseeing all educational programming for youth in the custody.  The ideal candidate for this position will possess previous administration experience in an educational setting and the ability to work with youth who demonstrate deviant behavior. Essential Functions :

  • Serves as the Assistant School District Superintendent. Manages compliance with federal consent decrees and other state and federal mandates; develops and coordinates all district-wide research projects; submits applications for state and federal grants; manages school district grants and general revenue funding; develops grant-funded budgets and approves grant funding requests; makes recommendations to the Superintendent regarding the district's long-range planning for instruction and facilities. Approves all orders for delivery and the Illinois State Board of Education quarterly expenditures. Serves as a liaison between the school district and other educational agencies in the development, coordination, and implementation of new programs for instructional improvement. Oversees all post-secondary educational programming, including managing contracts with community college providers, assessing program strengths and weaknesses, and developing and implementing policies and procedures for program improvement and increased student graduation rates. Coordinates the volunteer educational programs. Serves as the evaluator of educational programs.
  • Identifies, develops, and supports procedures and policies designed to create innovative approaches to increasing student achievement. Provides leadership and supports staff development; designs, explores, and assists in the implementation of strategies for increasing students' instructional time, ensuring compliance with consent decrees and other mandates. Supports school improvement. Administers and evaluates new and experimental educational programs. Recruits and coordinates school district educational partners, i.e., university teacher preparation programs.
  • Serves as a full-line supervisor; supervises staff; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating and programmatic needs. Collaborates with the Superintendent on annual goals and objectives. Adjusts first-level grievances; effectively recommends and imposes discipline; prepares and signs performance evaluations. Determines and recommends staffing needs; reviews activity reports; monitors provisions of contractual agreements, ensuring all provisions are adhered to in order to effectively recommend termination or renewal of contracts.
  • Speaks on behalf of the Superintendent and has the authority to bind the Superintendent on issues regarding the School District. Collaborates with state and federal agencies and higher educational institutions to provide leadership and organizational development and link professional development to student achievement.
  • Makes recommendations to the Director of Human Resources on school district personnel issues; implements the school district's policies and procedures; administers school district policies, administrative regulations, and agreements. Attends all school board meetings and prepares reports for the school board as directed by the Superintendent.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
  • Minimum Qualifications :

  • Requires possession of a current and valid Illinois State Board of Education (ISBE) Professional Educator License (PEL) with a Superintendent (PreK-12) endorsement.
  • Requires four (4) years of progressively responsible administrative experience as an administrator in an educational setting.
  • Preferred Qualifications :

  • Prefers at least five (5) years of experience monitoring and ensuring compliance with state and federal mandates as it relates to educational services.
  • Prefers at least five (5) years of experience creating and maintaining curriculum testing and materials necessary to develop progressive educational programs.
  • Prefers at least three (3) years of professional supervisory experience assigning and reviewing work, implementing discipline, carrying out employee evaluations, and reassigning staff to meet day to day expectations.
  • Prefers at least three (3) years of professional experience working with youth demonstrating deviant behavior.
  • Conditions of Employment :

  • Requires the ability to pass an IDOC / IDJJ background check.
  • Requires ability to pass a  IDOC / IDJJ drug screen.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Overtime is a condition of employment, and you may be requested or required / mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.

    The mission of the Illinois Department of Juvenile Justice (IDJJ) is to build youth skills and strengthen families by promoting community safety and positive youth outcomes. Over 900 staff members from across various departments—security, programming, education, mental health, and more—collaborate with the understanding that youth are physically, emotionally, and cognitively different from adults. The department provides extensive services to young people through a developmental, treatment-focused model of care that builds youth resiliency, engages families, and promotes community safety at the five youth facilities it operates across the state. IDJJ serves and houses approximately 150 youth and is responsible for approximately 500 youth on Aftercare in various Illinois’ communities and a significant portion of Department of Correction young adults, as dictated by Illinois State Statute.
