Position Overview

The Division of Early Childhood is seeking to hire a position to serve as the Manager of the Budget Unit within the Division of Early Childhood’s (DEC) Bureau of Budget and Fiscal Management. This position manages the completion of multifaceted research and analysis to prepare written and statistical reports, including cost estimates/plans, supporting documentation, and financial assessments; serves as liaison with Illinois Department of Human Services (IDHS)/Office of Budget, IDHS/Office of Audits, IDHS/Office of Contract Administration, and/or internal and external stakeholders; serves as full-line supervisor; represents the Bureau Administrator and/or executive management at internal and external conferences, retreats, workgroups, and/or meetings regarding financial/budget activities; and participates in activities that advance the DEC/Strategic Plan and DEC/Diversity, Equity, Inclusion and Racial Justice Plan, using a trauma-informed and an equity lens in the implementation and support of DEC program and operational outcomes and objectives. The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented employee. DEC is one of six divisions within the Illinois Department of Human Services (IDHS). DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS. The DEC vision is for Illinois’ pregnant persons, young children, and families to have the supports they need to achieve their full potential. The DEC mission is to enhance equitable access to Child Care, Home Visiting, and Early Intervention programs and services that support whole child development. Essential Functions

  • Serves as the Manager of the Budget Unit within the Division of Early Childhood’s (DEC) Bureau of Budget and Fiscal Management.
  • Manages the completion of multifaceted research and analysis to prepare written and statistical reports, including cost estimates/plans, supporting documentation, and financial assessments.
  • Serves as liaison with Department of Human Services (DHS)/Office of Budget, DHS/Office of Audits, DHS/Office of Contract Administration, and/or internal and external stakeholders.
  • Serves as full-line supervisor.
  • Represents the Bureau Administrator and/or executive management at internal and external conferences, retreats, workgroups, and/or meetings regarding financial/budget activities.
  • Participates in activities that advance the DEC/Strategic Plan and DEC/Diversity, Equity, Inclusion and Racial Justice Plan, using a trauma-informed and an equity lens in the implementation and support of DEC program and operational outcomes and objectives.
  • Performs other duties as assigned or required, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in the fields of fiscal management, accounting, budgeting, internal auditing, insurance, and/or finance.

Preferred Qualifications

  • Four (4) years of professional experience in qualitative and quantitative analysis and risk management administration to interpret multifaceted financial/budgetary controls, statements, and data/information, including a master’s degree or equivalent experience in economics, finance, accounting, or business administration.
  • Four (4) years of professional experience in comprehensive organizational structure and possesses financial, budgetary, and analytical skills to create comprehensive written and statistical reports/documents, using various budgeting, trending, and forecasting platforms/applications that reflect changes in accurate/real-time expenditure status with built-in security features.
  • Three (3) years of professional experience in designing, developing, and implementing policies, procedures, and guidelines as it relates to projecting, estimating, assessing actuarial risk, and forecasting future budget needs/trends to support the organization’s Financial and Strategic Plans, while complying with state and federal mandates [e.g., Generally Accepted Accounting Principles (GAAP), Grant Accountability and Transparency Act (2 CFR GATA 200), or other similar requirements].
  • Three (3) years of professional experience conducting budget forecasting (re-forecasting), trending, and predicting to drill down to transactional-level data to track and analyze actual performance measures of the organization’s budget, identifying and mitigating short and long-term risks by implementing viable and sustainable corrective action steps.
  • Two (2) years of professional experience translating complex financial and budget data into easy-to-understand information for internal and external stakeholders to render sustainable decisions, using Business Objects/Intelligence, graphs, charts, maps [e.g., two-dimensional or Aeronautical Reconnaissance Coverage Geographic System Information (ArcGIS)], or other similar applications.
  • Two (2) years of professional experience in supervising subordinate staff with cutting-edge and collaborative monitoring of completed duties, coaching, mentoring, managing daily activities, and ensuring alignments with organization’s goals, objectives, vision, mission, and value statements, while focusing on effectiveness, efficiencies, and timely outcomes/products.
