Position Overview :
The Illinois Department of Healthcare and Family Services, Division of Finance, is seeking a highly motivated and energetic manager to serve as the Department’s Deputy Finance Administrator for Fiscal Management. This position is responsible for providing fiscal leadership for the Department’s Bureaus of Fiscal Operations, Collection Services, and Health Finance by planning, directing, and evaluating fiscal management operations and activities. The incumbent will review, analyze, and approve the Department’s financial statements including the GAAP reports submitted to the State Comptroller; assists the Administrator and Director in implementing Departmental fiscal policies, rules, and regulations; and confers with other Division administrators and bureau chiefs to assure fiscal coordination. This position requires certification as a Certified Public Accountant.
The ideal candidate will demonstrate the ability to establish and maintain working relationships with members and officials of the Illinois General Assembly, the Office of the Governor, and other local, State, and federal agencies interested in the fiscal operations and activities of the Department and Division. In this role, the ideal candidate will possess strong communication, planning and leadership skills. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant / employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420 / 4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
Term Appointment :
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Healthcare and Family Services’s discretion.
