Position Overview
The Assistant Secretary’s Office is seeking to hire a Facility and Program Procurement Manager at the Agency Procurement Office located in Springfield, Illinois. The position will review Invitations for Bid (IFB) and Requests for Proposal (RFP) submitted by facilities, verifying all procurement rules, Comptroller Rules and Office of Contract Administration Rules are adhered to, modifying, or making corrections where required; serves as coordinator for Small Business Set Aside procurements and state-use contracts for the Department; and provides training to Department of Human Services (DHS) staff regarding changes in the Illinois Procurement Code Manual and related issues.
Essential Functions
- Serves as Facility and Program Procurement Manager.
- Reviews Invitations for Bid (IFB) and Requests for Proposal (RFP) submitted by facilities and program areas, verifying all procurement rules, Comptroller Rules and Office of Contract Administration Rules are adhered to, modifying, or making corrections where required.
- Serves as coordinator for Small Business Set Aside procurements and state-use contracts for the Department.
- Serves as liaison between the Office of Contract Administration and the state-operated facilities and program areas.
- Provides training to DHS staff regarding changes in the Illinois Procurement Code Manual and related issues.
- Serves as a working supervisor.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
