Position Overview

This Legislative Liaison position involves drafting agency policy relating to the education of legislative initiatives for the Agency, making recommendations relating to the strategy for passage of legislation and rules affecting agency policy, serving as a spokesperson for the Program Analyst Director regarding issues that have a significant impact on a specific course of action, performing liaison functions with members of the General Assembly and their staff, County and City officials and other organizations in the development and interpretation of Department policies and statutes as well as the general public. The role also entails working with administrative staff on research and studies regarding pending and revised legislation and its impact on the agency. Essential Functions

  • Reviews, evaluates and analyzes legislation and policies, internal and external, that impact the Criminal Justice Information Authority, recommending positions, concerns, and opportunities for improvement
  • Engages members of the General Assembly and stakeholders to foster collaboration, support their constituencies,
  • and provide insights on proposed legislation

  • Researches and analyzes specific policy issues and making recommendations based on reliable data and
  • precedents

  • Represents the PAD at appropriate administrative and programmatic meetings and on various committees with
  • the Authority and other state agencies making recommendations relative to departmental policy

  • Responds to various correspondence and report requests; has signature authority for the PAD and approves
  • correspondence responses

  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
  • Minimal Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in public administration, business administration, or a related field
  • Requires three years related professional experience or a master’s degree in public administration, public policy, or other related area
  • Requires the ability to speak and write in Spanish at a colloquial skill level
  • Preferred Qualifications

  • One year professional experience working of the criminal justice system and related local, state, and federal public policy issues preferred
  • One year of professional experience utilizing bilingual Spanish / English oral and written communication skills
  • One year of experience working on Illinois or another state's government procedures, politics, and current issues preferred
  • Six months of professional experience drafting and executing legislative strategies preferred

  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430 / 5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

    ICJIA responds to community needs with research and federal and state grants administration. ICJIA administers over 100 million dollars in grants, including the R3 (restore, reinvest, renew) grants (funded through the tax on legalized cannabis), state violence prevention grants, and federal grants including under the Violence Against Women Act and the Victims of Crime Act. ICJIA convenes groups and collaborates on efforts to reform the criminal justice system. ICJIA leads criminal justice reform efforts by supporting policy makers through research.
