Position overview:
The Department of Healthcare and Family Services, Office of Procurement is seeking to hire a procurement professional. This position will plan, direct, and evaluate the Agency’s statewide Procurement Program for Medical helping maintain communications between agency procurement staff, agency management, Commission on Equity & Inclusion, the Chief Procurement Officer (CPO), the Office of Management and Budget (OMB), Central Management Services (CMS), and the program unit staff to help ensure that program needs are met and that all staff members involved in the purchasing process are aware of and following code and non-code procurement processes. The ideal candidate will help streamline procurement process within the Agency and will possess strong organizational, analytical and communication skills.

Essential Functions
- Subject to management approval, serves as Procurement Expert in planning, directing, and evaluating the Agency’s statewide Procurement Program for Director’s Office, Division of Finance, Medical Programs, Division of Child Support Services and the Office of the General Counsel
- Confers with division administrators, bureau chiefs, section managers, and outside sources on issues and problems arising from Office operations
- Plans and conducts training sessions related to the Chief Procurement Office and various other agencies to ensure the Agency’s purchasing processes are using best practices, effective, and efficient
- Serves as a working supervisor
- Independently monitors and coordinates assigned division and bureau procurements from the onset through the execution of the contracts
- Develops and reviews procurement correspondence
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications 1
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization
Specialized Skills

Of the three years of experience noted above:
- Requires three (3) years of procurement experience, preferably in the State of Illinois
Preferred Qualifications
- Three (3) years of procurement experience, preferably in the State of Illinois
- Three (3) years of experience in contract monitoring and purchasing
- Working knowledge of State procurement law and its applicability to agency procurements
- Three (3) years of experience utilizing an e-procurement system, preferably in the State of Illinois
- Three (3) years of professional experience in a public or business organization utilizing effective written/verbal communication skills for solicitation such as RFP, IFBS, and other code and non-code procurements
- Three (3) years of professional experience developing, installing, and evaluating new and revised procurement methods, procedures, and performance standards for a public or business organization
- Three (3) years of experience utilizing computer skills, particularly in Excel and other Microsoft Office products (Outlook and Word)
- Certification with a Public Procurement Officer (CPPO) or Certified Professional Public Buyer (CPPB) from The Universal Public Procurement Certification Council (UPPCC) is preferred

- Requires the ability to travel in the performance of duties, with overnight stays as appropriate
