Job Description

The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as the Bureau Chief over Compliance within the Professional Licensing Division at our central office near Valley Junction in Des Moines, Iowa.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions: Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor/OSHA, Licensing, Workers’ Compensation, and Administration.

The Professional Licensing Division is responsible for issuing licenses, fielding complaints and overseeing the investigatory/disciplinary process.

This position will be located at 6200 Park Avenue in Des Moines.

What You’ll Do

You will be an integral member of our Licensing Division, providing direct support to the agency’s operations by:

  • Supervising complaints, investigations and inspections for 31 licensing boards in the division, which regulates approximately 250,000 professionals in the state of Iowa.
  • Identifying, designing and implementing effective and efficient strategies for the continual improvement of all functions within the Bureau.
  • Developing and managing a disciplinary matrix for Board consideration and use, and providing statistical information and identifying trends.
  • Providing supervision, coaching and leadership for all Bureau staff, including two supervisors, for the purpose of producing a high performing team that carries out the Division and Bureau's mission and priorities.
  • Collaborating with leadership, attorneys and other bureaus on board orders and licensee discipline at-large.
  • Fostering a work environment that encourages collaboration, quality customer service, and streamlined, accountable and transparent procedures.

This is a non-merit position for the Department of Inspections, Appeals & Licensing.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • All of the following (a and b):
  • Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • All of the following (a, b, and c):
  • Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
  • A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
