Minimum Qualification Requirements
Graduation from high school, or G.E.D., and six years of full-time work in the procurement of technical, standardized, expendable and non-expendable items;
OR
graduation from an accredited four-year college or university with a bachelor's degree in business or public administration, accounting or economics and two years of the required experience;
OR
an equivalent combination of education and experience substituting one year of education (30 semester hours or one year) for each year of the required experience;
OR
employees with current continuous experience in the state executive branch that includes experience equal to eighteen months as a Purchasing Agent 1.

What You’ll Do
- Primary purchaser for the department; responsible for procuring goods ranging from office supplies, facility maintenance supplies, and equipment in compliance with State and Federal rules and regulations.
- Ensure proper procurement practices are completed following Iowa Code, Department of Administrative Services policies, and internal policies specific to our agency.
- Complete purchases utilizing authorized purchase requests, conduct informal and formal procurements using Request for Information, Request for Quotes, Requests for Bids, Requests for Proposals, and other methods as allowed where applicable resulting in purchase orders or contracts for Goods and Services.
- Manage procurements that include payments with Federal, State, and mixed funding sources.
- Use Cooperative Agreements where feasible and in the best interest of the department (for example NASPO and US Communities cooperative contracts where a participating addendum has been signed).
- Attend and prepare for various meetings with individuals of various rank. Develop ways to improve processes and increase efficiency. Act as the point of contact for the Department for assigned commodities/locations.
- Requires use of various internet-based software as required for the job, including but not limited to the Iowa Targeted Small Business website and Iowa Bid Opportunities website.
