Close from an Agriculture Specialist District Supervisor, Agriculture Specialist Program Manager, Agriculture Assistant Division Director, Ag Specialist Regional Enforcement Supervisor or higher level supervisor. May receive project supervision from Agriculture Specialists 2 and 3 during training periods.

JOB DISTINCTIONS:
Differs from Agriculture Specialist 2 by performance of entry level rather than journeyman level tasks.
This position reports to the LDAF Feed Program Agriculture Specialist Compliance Program Manager and is responsible for coordinating LDAF Feed Program activities within the Office of Animal Health & Food Safety, Feed Program Division. This division is responsible for regulating animal feeds and pet foods manufactured and distributed within the state. The LDAF Feed Program is responsible for ensuring that livestock feeds and pet foods are labeled according to regulations and tested to guarantee, while ensuring that they are safe for consumption. By statute, all feed manufactures within the state must register with the LDAF Feed Program Division. In addition, all feed and pet food manufacturers that sell their products within the state must register each label annually as well as pay tonnage fees quarterly or specialty product fees annually. This position will become trained as a commercial feed label review specialist, providing label review and approval for commercial feed registrants ensuring that all product labels meet applicable state and federal regulations. Some travel may be required of this position. The position will attend in-state and out-of-state training to become proficient in commercial feed label review as well as annual continuing education. The position may be required to attend in-state and out-of-state meeting and conferences to represent the LDAF Feed Program at national meetings hosted by Federal, State, and Industry partners. When required the position may also assist the Agriculture Specialist Animal Food Regulatory Program Standards (AFRPS) Program Manager, with maintenance of the AFRPS, providing consistency of regulation and enforcement of animal food laws between states and the FDA. Occasional field work may be required of this position for commercial feed inspections, inspector auditing, and/or training of field inspectors. Agriculture Specialist 2 and 3 may provide project or technical supervision to lower level specialists, Agriculture Program Specialists, administrative personnel, and student workers as needed.
70%: Commercial Feed label review to determine commercial feed label compliance with state and federal regulations. Direct communication with feed and pet food companies concerning label revisions, label denial, and compliance failures. Preparation of notification letters and/or emails to companies that have failed to comply with commercial feed manufacturing or labeling laws and regulations.
10%: Data Input of reviewed commercial feed labels, inspection reports and sample reports into USA Plants database to provide a crosslink between USA Plants and Lab Works.
10%: Preparation of case files for companies charged with violations in the Louisiana Commercial Feed Law to be presented at adjudicatory hearings before the Agricultural Chemistry and Seed Commission. Ensure that all company correspondences and communications are up-to-date and in case files as evidence of the violations of the Feed Law.
5%: Field Inspections of commercial feed manufacturing sites, inspection of commercial feed labeling and packaging at retail outlets, training, and auditing of field inspectors.
5%: Other LDAF Feed Program duties as required by the LDAF Feed Program Division Director.
