The mission of the Ethics Administration Program is to provide staff support for the Louisiana Board of Ethics, which administers and enforces Louisiana’s conflicts of interest legislation, campaign finance disclosure requirements, lobbyist registration, and disclosure laws. The Board of Ethics also ensures compliance by governmental officials, public employees, candidates, and lobbyists and provides public access to disclosed information.
The IT Manager holds direct responsibility for the following:
- Overseeing web-based and electronic filing systems for the Ethics Administration Program, ensuring the efficient submission of campaign finance reports, disclosure statements, and lobbying registration and expenditure filings.
- Leading the development and implementation of an online training program for public employees across state, parish, and local government levels.
- Managing the agency's comprehensive data operations, ensuring optimal performance and security.
- Managing technical support for both agency employees and external users, assisting with the use of the agency’s platforms and systems.
- Assessing and recommending improvements for the agency’s computer systems, data management practices, disaster recovery protocols, system security, help desk operations, web systems, and network infrastructure.
- Supervising subordinate IT personnel, effectively delegating tasks

MINIMUM QUALIFICATIONS:
Seven years of experience in information technology; OR
Six years of full-time work experience in any field plus five years of experience in information technology; OR
An associate's degree in information technology plus five years of experience in information technology; OR
A bachelor’s degree plus five years of experience in information technology; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR
A master’s degree plus four years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
Manages, organizes, directs, and controls data processing services for the agency, including systems analysis and programming in the development, maintenance and revision of applications systems.
Provides recommendations on selecting and implementing applications software products, standards development, IT policies, and staff development.
Manages, organizes, directs, and controls the development and implementation of data processing, project planning and control standards, methods and techniques.
Prepares long and short-range plans for applications development within the agency.
Meets directly with division directors to assess the IT needs of their respective division and manages the implementation of such additions or changes.
Directs the development and revision of standards for application development and maintenance.
Oversees the negotiation of contracts and agreements with consultants and vendors; prepares specifications, invitations-to-bid, and requests for proposals to secure hardware, software, and/or services for applications development projects.
Directs the implementation of quality assurance policies for applications development projects and disaster recovery plan, including plan of action during data breach event.
