MINIMUM QUALIFICATIONS:
Seven years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR
An associate’s degree in information technology or accounting plus five years of experience in information technology or administrative services; OR
A bachelor’s degree plus five years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR
A master’s degree plus four years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.The incumbent in this position is responsible for performing complex Information Technology (IT) expert-level technical functions in the areas of IT planning, contract management, payment analysis, budget analysis, cost allocation, revenue analysis, and supply chain work. The functions include auditing of vendor billings and obtaining approvals, according to the Louisiana State Laws, Rules and Regulations and Guidelines for state agencies. Performs expert level technical duties and works independently with broad direction from the Division of Administration (DOA) and Office of Technology Services (OTS). Advises and provides consulting to various OTS management levels and other agency personnel, as necessary, in the following Information Technology areas: as a technical resource, quality assurance, planning, billing processes and procurement of IT needs. Works closely with the IT Manager relative to budget, purchasing, and contracts for the fulfillment of IT needs and requirements.
Job Duties
60% Serves as the Team Lead and Subject Matter Expert (SME) for all platforms and technologies used by the OTS Operations Unit primarily OTS Invoice Portal and LaGov systems. As the SME, this position will be responsible for managing internal and external security tasks. This includes engaging with external users from the vendor community and internal State staff; as well as, being responsible for assigning portal roles to State staff as approved by management. As team lead, this position will serves as the point of escalation to address technical issues and system concerns of the greatest complexity. Responsible for developing, refining processes and procedures related to ongoing system enhancements. Engages with the IT system developers and tier two technical support on a consistent basis. As the subject matter expert this incumbent will be responsible for User Acceptance Testing ensuring all releases into production are free of defects. As required, this position will meet with Executive Officers to present dashboards and metrics on the overall health of the platforms managed by OTS Operations Unit. As team lead, will handle onboarding, knowledge transfer, and training for internal and external portal users. This incumbent will serve as the point of contact in the absence of the IT Manager.
25% Provides oversight of associates responsible for processing technology payments to vendors in the OTS Invoicing Portal. Analyze the expenditure and revenue data prior to the fiscal month end close for the cost allocation. Requests journal entries to correct cost allocation discrepancies in the LaGov system as part of the technical reconciliation process. Conducts research into vendor inquiries and invoice disputes, using technical knowledge to reconcile discrepancies of the greatest complexity. Provides expert-level consultations on technical requirements for the most complex statewide information technology vendor invoices for the OTS Portal and provides technical operational assistance to support OTS Invoice Portal. Communicates with internal staff, state agencies, and vendors on complex billing and purchase order matters. Provides vendors with payment information and resolving complex billing issues, as well as addressing billing discrepancies while serving as a technical liaison between vendors and the Office of Financial Support Services (OFSS). Requires staying up-to-date with Louisiana Procurement Laws, IT Procurement Guidelines, and Office of Statewide Reporting and Control regulations.
10% Generates and maintains complex reports on fiscal year OTS expenditures, including forecasting for current and future spending. Analyzes monthly, quarterly, and semiannual OTS billings, budget transactions, and preparing detailed financial reports for the State CIO and Deputy CIO. The role ensures timely payments, tracks contracts and licenses to prevent service interruptions, and verifies the accuracy of purchase order encumbrances and payments. Analyzes OTS contract performance before approving payments, monitoring contract expiration dates, and recommending operational improvements.
5% Performs additional duties as assigned by the State CIO or their designee.
