EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

This is a highly responsible position within the Administrative Division of OBH. The incumbent is responsible for the preparation, technical compliance review and monitoring of all OBH contracts, Cooperative Endeavor Agreements and Requests for Proposals, which includes the responsibility of assisting with ensuring compliance with all state and federal requirements, as well as to coordinate with and respond to all inquiries from LDH’s Legal Division in order to gain approval, prior to submitting documents to the Office of State Procurement for headquarters as well as OBH’s two 24/7 State Psychiatric facilities in consideration of all applicable policies and procedures.
ESSENTIAL FUNCTIONS
40% Technically review all OBH program contracts for detail to ensure that information contained is in compliance with LDH and OBH policies and procedures and federal guidelines which include: review contract for appropriate signatures, check thoroughly for Federal Tax ID numbers, correct name and address, parishes served, effective start and termination dates, contract amount, terms of payment (types and rates of repay, terms of advance, etc.), assure licenses are current or have been applied for, follow up on contact corrections, and make sure other attachments are included.
Assist with coordination and monitoring statewide health or social service program(s). This includes but. is not limited to coordinating information needed for professional services contracts, Cooperative Endeavor Agreements (CEAs), Memorandums of Understanding (MOUs), and Request for Proposals (RFPs). Monitors all OBH contracts for adherence to deliverables. Monitors service providers for compliance with federal/state guidelines and financial solvency.
35% Track contracts through the approval process which involves OBH program managers, DHH Contracts and Review Section, Division of Administration (DOA) Office of State Procurement (OSP) and Office of Statewide Information System (ISIS). Must be able to identify the physical location of all contracts Research and analysis policies related to statewide health or social service Program(s). This includes gathering information needed for professional services contracts, Cooperative Endeavor Agreements (CEAs), Memorandums of Understanding (MOUs), and Request for Proposals (RFPs).
20% Log contracts, invoices, budget revisions and amendments into data base on a daily basis. Maintain records; prepare weekly contract status reports and correspondence relate to contracts and/or grants. Work with executive staff, program managers and regional administrators to solve contract problems. Document contract process in DACTS system. Responsible for monitoring of contract deliverables and tracking contract spending to advise program staff on budget formulation and document development, assuring compliance with performance measures and deliverables, Conducting or coordinating training for OBH staff on contract matters in regard to health or social services programs related to behavioral health Monitoring and reporting on contracts and agreements associated with statewide health or social services programs related to behavioral health. The contract monitoring process entails generating weekly and monthly reports. This report details contracts as either encumbered, pending or cancelled status. The contract reporting process entails weekly status reporting to the Deputy Assistant Secretary to include contracts that are pending approval. Other reports responsible for include processing LaGov Vendor Inquiry Report and the AFS Status/Crosswalk Report that lists any contracts that encounter errors. Tracks occurrences and participates in investigations of programmatic issues related to contracts and other agreements.
5% Performs other duties as assigned by the Deputy Assistant Secretaries, Assistant Secretary, and Medical Director, as needed for the smooth and effective operation of the office, and which may include emergency preparedness and response.
