TRAINING AND DEVELOPMENT PROGRAM MANAGER
OMF/SUPPORT SERVICES GROUP 1
This position is in the Support Services Group 1 Division within the Office of Management and Finance. This position is domiciled in East Baton Rouge Parish.
The incumbent of this position promotes professional development and advancement of DEQ workforce. The incumbent advises the Statewide Program Manager as well as directs the Department In matters as of: (I) environmental regulatory compliance and enforcement training;(2) OSHA and Office of Risk Management compliance for workers in environmental regulatory compliance and enforcement work; and, (3) OSHA Medical Surveillance for environmental regulatory compliance and enforcement personnel. Some travel is required.
Candidates with the following skills and experience are strongly encouraged to apply:
Experience with SuccessFactors (adding training courses, tracking employee training, preparing reports), Civil Service trainings, safety trainings; Preparation, planning, and/or reviewing safety audits; Knowledge of OSHA and ORM compliance requirements. This position involves a high level of communication (written and in-person) and paperwork processing. Strong attention to detail, time-management, self-starting, and multi-tasking skills are required.
Duties and responsibilities include but are not limited to the following:
- Compiles data and analyzes past and current year training requirements to fill training gaps;
- Communicates with national, regional, and state agencies along with private vendors to secure needed environmental regulatory training; may submit financial requests to find specific training;
- Identifies and secures internal and external resources to provide environmental regulatory and other training to LDEQ staff;
- Plans, coordinates, and directs DEQ compliance with training mandates from the U.S. Environmental Protection Agency, Louisiana Legislature, Office of Risk Management, the Board of Ethics, and the Louisiana Department of Civil Service;
- Uses knowledge of SAP computer software to populate and maintain training transcripts, and schedule training classes in a format for self-registration for DEQ employees;
- Develops safety training guides and coordinates statewide quarterly safety meetings to meet ORM requirements;
- Responds on behalf of DEQ to ORM audit questions on a pre-audit survey, during the actual audit, and after completion of audit;
- Reviews changes and updates to U.S. Occupational Safety and Health Administration (OSHA) regulations; incorporates changes into DEQ’s worker safety program as needed;
- Using knowledge of safety needs for environmental regulatory compliance employees, purchase Personnel Protective Equipment (PPE) for various job classifications; confers with DEQ environmental science employees on specialized PPE needs for different phases of work or emergencies or in response to changing regulated facilities’ requests;
- Other duties as assigned by management

Six years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR
Six years of full-time experience in any field plus three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR
A bachelor's degree plus three years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services; OR
An advanced degree in education, instructional design, business or public administration, industrial and organizational psychology, organizational behavior or human resources plus two years of experience in planning, developing, delivering, or evaluating training programs or academic instruction; human resources, or social services.
EXPERIENCE SUBSTITUTIONS:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.
Function of Work:
To manage a training program, including multiple functions such as needs assessment, post course evaluation, administrative activities, development of policies and procedures and new course development.

Manager.
Supervision Received:
General from a Training and Development Staff Manager 2, Human Resources Director or other administrative official.
Supervision Exercised:
Functional over professional and technical staff on a project basis. May exercise direct supervision over lower level Training and Development Specialists and other support personnel.

NOTE: The allocation of Training and Development Program Managers is based on location, type of courses, audience composition and function.
Differs from Training and Development Staff Managers 1 and 2 by lack of full administrative responsibilities for all programs and personnel.
Differs from Training and Development Specialist 3 by being the only Training and Development position at a State Department, large 24 hour institution or equivalent based on functions, courses and audiences and complexity of assignments or by having responsibility for a training program in a large multi-program training and development unit.
Initiates surveys to determine immediate and long range training and development needs of the agency.Performs research of complex technical material, legal issues and concepts and contemporary issues to develop training materials.
Develops highly complex, technical presentations, technical communications, documents, text books and evaluation instruments.
Drafts and manages the budget for the training program in the agency or facility served.
Drafts and manages the budget for their assigned training program.
Develops and delivers training on the application of federal and state mandates to agency operations.
Administers stipend, tuition reimbursement and other funds programs for the agency.
