Job Description
This position oversees and supervises Maine Revenue Services (MRS), Operations Processing Center (OPC), Deposit and Statistical Reporting (DSR) Unit staff members. The Unit is responsible for the overall processing, depositing, and accounting for revenues remitted to MRS, while ensuring State revenues are protected, accurately processed, and properly reported. Responsibilities include establishing work objectives and priorities; coordinating, planning and assigning work; instructing and monitoring work output and quality; d eveloping, implementing, and ensuring compliance with internal control procedures that ensure accountability, separation of duties, physical security, and reconciliation of accounts . This position is required to oversee and manage MRS statistical reporting and to analyze, interpret, and summarize data in the preparation of analytical, operational and financial reports. Work is performed under limited supervision.
REPRESENTATIVE TASKS
This position is expected to make independent decisions concerning the processes to be followed, determining the priority and order in which to complete tasks, the appropriateness of the information to be processed and the actions to be taken utilizing MRS systems. The person in this position is required to interpret the laws, rules, and policies of MRS in the conduct of their job.
Ensure timely and accurate depositing and accounting of all payments received by MRS. Direct the efforts of assigned staff in maintaining processing priorities and request additional help as appropriate. Ensure all assigned staff members are cross trained in all facets of the unit as appropriate and continue to increase abilities in other areas. Track various data for use in analyzing facets of the unit’s work. Be able to extract useful information from the data and present it in clear and understandable presentations, both visual and written.
Develops and recommends implementation of new systems, procedures, or organizational changes to improve unit / program efficiency and effectiveness for the MRS, OPC’s DSR Unit, and is responsible for cash and check controls related to receipts. Helps to establish and enforce internal control procedures that assure accountability, segregation of duties, physical security, and reconciliation of accounts.
Manage MRS statistical reporting related to electronic and paper return and payment processing. Monitor daily deposits and revenue transactions and maintain records and databases as appropriate. Collect, analyze, interpret, and summarize data in the preparation of analytical, operational and financial reports. Update statistical spreadsheets and reports annually for archiving. Prepare the Commissioner’s Report weekly as pertains to OPC activity.
Complete daily deposit operations functions including : 1) Primary : Daily Statistics Summary Report, 1080B reconciliation, statistical entry and reporting, reconcile and approve temporary staffing invoices, and completion of data entry batches (non-revenue payments; 2) Secondary : credit card file processing and corrections, electronically processing manual checks, completion of cash receipt templates, research and complete bank adjustments, completing monthly reporting of corrections completed, final reviews and approvals of daily TRIPS ICL bank deposits as well as resolving rejected items within Deposit Monitor.
Responsible for working with OPC support staff in researching and correcting problem batches that have failed automated processing through TRIPS; will work with the MRS TRIPS Tech Team to ensure that resolution is achieved. Conducts reviews of unit organization, operations, information flow, integrated production methods, and inventory control to identify work problems, program deficiencies, and resource waste.

MINIMUM QUALIFICATIONS
Eight (8) years of education, training, and / or experience analyzing, evaluating, and / or developing improvements to organizational and / or managerial systems, programs, and practices.
