This is a Management Service position with full Maryland State Benefits� Work that Matters.�The Maryland Department of Housing and Community Development (DHCD) is a nationally recognized leader in affordable housing programs.� The Office of Research & Compliance (ORC) is seeking a full-time Program Manager IV, a Deputy Director for ORC who enjoys challenging research on contemporary housing issues.�� The successful candidate will work as part of an experienced research team with the Division of Policy, Strategy and Research, and will have ample opportunity for professional growth.� The incumbent will conduct extensive economic and market-oriented analysis for DHCD, specifically, lead, supervise and coordinate agency-wide data strategies related to performance metrics, Key Performance Indicators (KPIs), Geographic Information Systems (GIS) mapping (including supervising the GIS Program Manager), and special data or research projects to provide input/data on projects such as Statewide Housing Needs Assessment and for programmatic case management and software acquisition.� This position will also provide data and analytic support for the Division of Just Communities, particularly with regards to developing indices for the development of mapping layers for Just Communities as well as other projects as assigned.�� DHCD offers a flexible work schedule. telework and job-sharing options; training, advancement and career path opportunities; casual business dress on Fridays and a competitive salary. � �
GRADE
22 This position offers a salary range of $89,913 - $108,655/year, with potential for advancement up to $145,151 based on qualifications, equity, and hiring guidelines.� Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $108,655/year.�

POSITION DUTIES
Support the Director of the Office of Research & Compliance by organizing and tracking assignments, providing quality control on work products, and liaising with other divisions and teams. This position will specifically lead, supervise, and coordinate agency-wide data strategies related to performance metrics, Key Performance Indicators (KPIs), Geographic Information Systems (GIS) mapping (including supervising the GIS Program Manager), and special data or research projects (such as ProLink or the State Housing Needs Assessment). This position will also manage subcontracted relationships with partners or vendors that have been contracted to provide research and data support to the Department, such as the University of Maryland National Center for Smart Growth, the Eastern Shore Regional GIS Collaborative, etc. This position will also provide data and analytic support for the Division of Just Communities, in particular with regards to the Just Communities mapping layer.
MINIMUM QUALIFICATIONS
Education:� A Master’s degree from an accredited university in economics, public policy, planning, real estate valuation/development, or a related field. Experience: Five years of research experience in economics, housing, economic development, planning, GIS or a closely related field. Notes: 1. DESIRED OR PREFERRED QUALIFICATIONS
Experience with economic development theory, statistics, research methods and original content development� Experience with GIS mapping software, PowerBI, SQL and Python Experience working independently on complex projects that include spreadsheet software, data sources, database management and statistical analysis
