Main Purpose of Job

The primary goal of this position is to provide technical assistance, training, guidance, policy development, and support to Local Departments of Social Services (LDSS), providers, and sister agencies in order to protect vulnerable children and provide services to foster care children that lead to stability, well-being, and permanence.�This role is responsible for providing services to Resource Homes and the children who live in them. This position also oversees the reporting and paperwork related to several program areas. This stance advocates for reforms in practice and policy regarding Resource Homes and permanency practices for foster children. This role is in charge of overseeing associated continuous quality improvement programs and reporting on their progress on state and federal reports.

POSITION DUTIES

Provides project support for kinship practices across the state. This position involves attending meetings with community partners and private service providers to discuss kinship legislation, regulations, and policy. This role provides technical help to the LDSS. Provides project support for resource homes around the state. Participate in meetings with LDSS, community partners, and legal partners to solve problems, advocate for change, and address resource parent needs in Maryland. Provides technical assistance, training, consultation, guidance, and support to LDSS staff, Core Service Agencies (CSA), Juvenile Services (DJS), Maryland State Department of Education (MSDE), University of Maryland School of Social Work, families, and federal partners. Assists with funding allocation, outcome monitoring, resource gap development, and policy development and implementation. This is accomplished through site visits, phone calls, emails, virtual meetings, and training sessions.

MINIMUM QUALIFICATIONS

Education:��� A Bachelor’s degree from an accredited college or university. Experience: Five years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations. Notes: 1. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations�on a year-for-year basis for the required education. 2. Candidates may substitute graduate level education�at an accredited college or university in a human services related field at the rate of 30 credit�hours per year for up to two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. Bachelor's degree in Social Work, Psychology, Human Services, Sociology, or a closely related field from an approved institution or university. One year of experience working with families and children in a child welfare program. One year of experience approving and licensing resource houses (therapeutic or kinship) One year of experience creating policies, case plans, or home studies
