Main Purpose of Job

The primary purpose of this position is to direct and manage the administration of the Community First Choice (CFC), Home and Community based Options Waiver (HCBOW), Community Personal Assistance Services (CPAS), and Increased Community Services (ICS) programs. This position will develop and implement policies, procedures, and regulations; lead stakeholder engagements related to community based long term services and supports; conduct qualitative and quantitative analysis to ensure program integrity; and manage 22 staff members who complete various operational tasks related to enrollment and service review. Additionally, this position is responsible for federal deliverables including evidence based reporting, financial accountability reporting, applications, renewals, and amendments to the State Plan and Waiver Authorities. This position will consult with the Centers for Medicare and Medicaid Services (CMS) as necessary to draft, revise, and obtain approval for the aforementioned deliverables.� This position serves as the contract monitor for the case management competitive solicitation, which includes oversight of the case management agencies by conducting, at minimum, annual audits, monthly meetings, and quarterly trainings.� This position will engage with internal and external agencies to develop and enhance workflows to effectively operate the CFC, CPAS, ICS, and HCBOW programs. This position will also engage with individual participants in monthly business owner meetings to develop and enhance the data management system.� This position operates in a hybrid manner, meaning job duties will be performed both remotely and on-site unless otherwise directed by the appointing authority.

MINIMUM QUALIFICATIONS

Education:� � Graduation from an accredited high school or possession of a high school equivalency certificate. Experience:� Six years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following: Experience with Medicaid program administration Experience implementing federal/state legislation and/or regulations� Experience with the LTSS Maryland system� Experience with data analysis and related reporting

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
