Main Purpose of Job
This position reports directly to an Administrator III, and provides budget, accounting and technical support to the Office of Finance (OF) through a wide variety of duties, including budget preparation, accounting, expenditure requisitions, Corporate Credit Card management, quarterly projections and special assignments. This position supervises an Administrator I in the performance of various budget support tasks and projects. This position provides guidance, technical support and leadership to the MDH Medical Care Programs, as well as to a variety of State agencies at large, in the creation and submission of Medicaid Administrative Cost Allocation Plan amendments to the Federal Health and Human Services (HHS) Division of Cost Allocation (DCA). This includes the annual renewal of The Eligibility Operational Advance Planning Document (OAPD) which must be coordinated across three agencies: MDH, DHR and MHBE. This position also provides expert assistance and technical support to senior management in the creation of complex software files, spreadsheets and charts.
MINIMUM QUALIFICATIONS
Experience:�� Nine years of experience in budget preparation, presentation and execution. Notes: 1.�Candidates may substitute the possession of�a Bachelor's degree from�accredited college or university and five years of experience in budget preparation, presentation and execution for the required experience. 2.�Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required experience. 3.�Candidates may substitute U.S. Armed Forces military service� experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess the following: Experience preparing annual budgets and budget projections. Experience with cost allocation plans and monitoring expenditures are posted using the correct cost allocations. Experience preparing journal entries to correct accounting errors.� Supervisory experience over accounts payable staff to ensure timely processing of invoices. Experience with Excel and other Microsoft office tools.
