Main Purpose of Job
The GIS Analyst III position performs updates to property maps and underlying datasets and GIS data layers utilizing varied data produced both within and outside the Department of Planning (MDP). The end products for this position are tax assessment (property) maps and the MdProperty View/FINDER GIS products used by this and other State agencies to provide guidance, analysis, outreach and support to ensure that all the State’s natural resources, built environment and public assets are preserved and protected. Parcel Data & Mapping supports the Administration’s (as well as public and private sector) interest in providing essential planning data, information, and analysis, and facilitating the real property assessment process with computerized geospatial planning tools. The position works with other staff from MDP, other State agencies, local governments, federal agencies, various stakeholders, and the public toward achieving State and Department Parcel Data & Mapping goals.
POSITION DUTIES
I. Property Mapping Production - Work with local jurisdictions, state agencies, and within the department to prepare GIS maps and data to produce customized products made by the Department of Planning. This includes the preparation, updating and plotting of tax assessment maps and the production of MdProperty View and related products. II. Dataset Analytics - Prepare and/or review various GIS map layers and underlying datasets from varying sources to resolve discrepancies and produce accurate products for use in various planning projects. Assess accuracy and precision of datasets for utilization in complex customized product development. Identify information resources from within the department and from other state and local agencies to fulfill the needs of the planning projects. III. Methodology development - Develop methodologies for and perform major data transformation processes utilizing various datasets from local jurisdictions, state agencies and Department datasets. Work with local stakeholders, state agencies, and other Department units to determine parcel dataset requirements. Incorporates business processes that meet the needs of these stakeholders. IV. Training staff - Conduct training and advise subordinate professionals in GIS-related software needed to support planning projects.
MINIMUM QUALIFICATIONS
Education:�� A Bachelor’s degree from an accredited college or university including 30 credit hours in Geography, Geographic Information Systems, Economics, Environmental Science, Environmental Studies, Planning, Mathematics, Computer Science, Statistics, or Information Technology. Experience: Two years of experience in geospatial analysis. Notes: 1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university accompanied by a Geographic Information Systems Professional Certificate (GISP) from The GIS Certification Institute for the required education. 2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in the specified educational fields for one year of the required experience. 3. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in the specified educational fields for an additional year of the required experience. 4. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in the specified educational fields for the required experience. 5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Architect, Geospatial Intelligence Analyst, or Cryptologic classifications or Logistics, Architect specialty codes in the Architect field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
DESIRED QUALIFICATIONS Three years of experience working with ArcGIS software. Two years of experience working with cadastral data. One year of experience working with land records. One year of experience working with spatial databases.
