Introduction
The Maryland Lottery and Gaming Control Agency (MLGCA) serves as one of the largest revenue sources for the State of Maryland, supporting important state programs and services including education, public health and safety, human resources and the environment. In addition to generating revenue from the sale of lottery products, the MLGCA is also responsible for the oversight of the state’s casino gaming program, providing direction and guidance to its casino partners on financial, security, regulatory and licensing procedures for the facilities. The Agency also regulates Sports Wagering, Daily Fantasy Sports and Electronic Bingo, as well as Instant Ticket Lottery Machines, which are located at almost 90 Veteran’s posts. Main Purpose of Job
A Casino Compliance Representative I is the entry level of administrative and investigative work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with the appropriate local, State, and federal gaming laws, regulations, and policies to ensure casino/sports wagering operator and employee compliance. Employees develop recommendations, solutions and alternatives that will address and resolve compliance issues necessary to ensure the integrity of gaming operations. Employees in this classification do not supervise other positions. Employees in this classification receive close supervision from a Casino Compliance Supervisor. Casino Compliance Representatives are considered essential employees and in the event of a declared emergency, they are to report to their assigned duty station. Employees in this classification are also deemed 24/7 employees and must be willing to work rotating shifts to ensure continuous coverage at designated casino locations.
POSITION DUTIES
- Learns to monitor casino/sports wagering employees and vendors and ensure that various aspects of the casino and sports wagering internal controls, COMAR regulations, security and surveillance policies and procedures, and Responsible Gaming plans are adhered to; - Learns to observe table game openings/closings, monitor sports wagering operations, Video Lottery Terminals (VLTs), table games and ensure casino/sports wagering revenue drops are safeguarded; - Learns to meet with patrons to resolve discrepancies related to casino/sports wagering operations; - Learns to ensure casino/sports wagering staff maintain valid license credentials; issue emergency credentials and visitor’s badges when necessary; - Learns to perform employee fingerprinting for applicants for casino/sports wagering employment, vendors, or any persons required to obtain a gaming license; - Learns to observe the gaming floor for suspicious activities, underage and/or intoxicated patrons, excluded persons and report that information to appropriate Lottery and casino/sports wagering personnel; - Learns to investigate criminal activities of casino/sports wagering employees and patrons; prepare reports for all incidents, regulatory and criminal, which occur within the casino; - Learns to monitor and review the casino/sports wagering surveillance system; - Learns to review and document patron information for enrollment to the Voluntary Exclusion Program and identify patrons in violation of the program agreement; identify patrons who should be considered for the Mandatory Exclusion list and submit all pertinent information; - Learns to coordinate with the International Game Technology (IGT) and Lottery gaming division and ensure VLTs function properly; - Learns to monitor gaming equipment delivery and shipment by receiving and verifying all video lottery, table games and sports wagering equipment; - Learns to coordinate activities with the appropriate Lottery and casino/sports wagering personnel concerning all gaming floor placements, replacements, floor plans, and all necessary surveillance coverage with every floor plan change; - Performs other related duties.
MINIMUM QUALIFICATIONS
Experience: Six months of experience in administrative staff or professional staff work. Notes: 1. Candidates may substitute the completion of 30 credit hours from an accredited college or university for the required experience. 2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university for the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a non- commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
PREFERRED QUALIFICATIONS: - Knowledge of laws, regulations, policies, as they relate to gaming practices; - Knowledge of investigative principles and techniques; - Knowledge in Microsoft Office/Google Workspace; - Skilled in problem solving; - Experience to clearly document investigative findings, prepare management reports, and make logical and sound decisions in critical, complex, and changing situations; - Experience establishing and maintaining effective working relationships with co-workers and the general public; - Experience in maintaining diplomacy in discussing controversial subject matter; - Experience in making system, and operational policy recommendations to effectively maintain gaming integrity; - Experience applying established laws, policies and procedures when conducting investigations to ensure compliance.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid �in the State of �Maryland.
