Main Purpose of Job
This position responsible for monitoring FMIS operations for compliance to State Departmental, Local agency policies and regulations. Performs other financial operational, procedural audits that include elements for material exceptions to financial, compliance and procedural guidelines of laws, regulations and policies. Performs internal control reviews agency-wide, ensuring that the local department adheres to all accounting processes and procedures as the laws and policies set forth mandate.
POSITION DUTIES
- Performs internal audit of fiscal processes and makes recommendations specific to compliance and best practice; responds to audit requests by external auditors; and ensures that agency accounts are reconciled, and audit trails are preserved.
- Review and reconcile FMIS (Financial Management Information system) processing and system-generated reports, audit accounts payable,
- Audit Electronic Benefit Transfer and check stock inventory, travel advances and expense accounts,
- Conducts research and compiles data as needed to develop reports for the Finance Officer, Assistant Directors, and the Director, Preparation of Director's monthly (financial) report, Monthly and annual closing (AFS), research and statistical analyses of program data, Record Local Administration vouchers paid through R*STARS for monthly reimbursement to Comptroller (DHS account) report to the Finance Officer
- Manages the Workday activities of the Agency, inclusive of time entry, time approvals, and time corrections to ensure accurate, bi-weekly entry of time worked by agency personnel.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.
Notes:
1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
4. Applicants may substitute one year of professional auditing experience for one year of the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
The successful candidate will have demonstrated many or preferably all of the following:
- One year experience in auditing.
- One year experience of payroll or timekeeping.
- One year experience of MS Excel, inclusive of spreadsheet creation and pivot tables.
- One year experience developing or managing budgets.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
